- Description
- This is a Request for an Information (RFI) to obtain capability statements and potential feedback for an upcoming Library of Congress (Library) requirement. This solicitation is not expected until early January 2021. The Library of Congress (Library) requires contract support to provide film the National Audio Visual Conservation Center (NAVCC), location on Packard Campus in Culpeper, VA. The Library has preserves and provides access to the world�s largest collection of films, television and radio broadcasts, videos and sound recording. The encoders are essential to the daily operation of NAVCC�s programs and the preservation collection. The campus contains a 415,000 square foot facility, housing an audiovisual digitization laboratory, a film perseveration laboratory, physical storage for audio-visual media (including vaults for nitrate film), multi-petabyte-capacity data center for storage of digital files, screening and listening rooms, a large theater, and audio listening. Fifty-two encoders would need to be replaced in order to continue to provide public access while also preserving the Library�s collections and the running programs. Specific areas below: Archives File Format (AFF) with Video and Audio Parameters Viewing file format (VFF) Encoding workflows with specific format, digitization, communication, live and other technical measures Hardware requirements Shutdown requirements As an RFI, this is NOT an official solicitation. The Library is not seeking to obtain proposals or quotes at this time as a result of this notice. The Library is seeking simple capability statements from potential Offerors as a way to perform supplemental market research. No contract shall be awarded as a result of this RFI. An official solicitation will be forthcoming at a later date. This notice solely constitutes market research. Capability statements are being requested to query the market, but they shall not be considered quote or proposals. In addition, the LOC welcomes feedback on the attached statement of work. Offerors are encouraged to ask questions or provide feedback on the document so that the LOC may enhance the document to reflect a more accurate business environment. Your comments and feedback may or may not be utilized in the final document. Under no circumstances shall any expenses be repaid as a result of contractor engagement with RFI this notice. Please send any questions/ feedback on the attached Statement of Work and/or capability statements to the Contracting Officer listed on this notice.
