The information gained will be used to determine potential qualified contractors, preliminary planning, possibly set side, and the method of acquisition. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS, QUOTATIONS OR BIDS. Therefore, no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice is not to be construed as a commitment by the Government for any purpose other than market research. INSTRUCTIONS FOR RESPONDING TO THIS SOURCES SOUGHT Confidentiality: No classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this RFI is 10 pages. Response submissions should be submitted in Microsoft Word format with Times New Roman font, 12 pt. size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. Capability Statements: Interested parties, small or large organizations, should submit capability statements for this request via email to anthony.zibolski@va.gov and micah.kauzlarich@va.gov by July 15, 2021 at 8:00 AM Eastern Time. 36C10X21Q0185 shall be included in the subject line of email response. A. Objective: The Department of Veterans Affairs (VA), Management Planning and Analysis (MP&A) service has a need for on-demand passenger transportation (aka Rideshare / Ride-Hail) services for VA employees throughout the Washington DC National Capitol Region. B. Information to be provided SHALL include, but not limited to the following: Documentation of your firm s resources, expertise and experience must be presented in sufficient detail for the Government to determine that your company possesses the necessary capabilities to compete for this acquisition. It is imperative that business concerns responding to this Sources Sought, articulate their capabilities clearly and adequately. Contractors Information: Provide your firms contact information, such as, name and address of firm, phone number and e-mail address, and DUNS number. Type of Business: whether Veteran Owned, Small, Small Disadvantaged, or Large. Is your firm currently registered in SAM? Experience: Describe any recent (within the past 3 years) and relevant (similar scope) experience as a contractor (specify prime or sub), where you have supported similar requirements. Indicate contract values and number of employees used in completing the contract tasks. Provide the number of contracts performing similar services, average value of contracts, value of largest contract, average level of effort (in hours), labor categories used, and contact numbers as applicable. Describe your firm s capability to perform the Government s objectives, ensuring to include the following: Capable respondents will offer a phone-based application to allow (at a minimum): Ride scheduling Estimated trip cost Positive identification of driver/vehicle prior to pickup Your firm s experience and capabilities with varying scales of implementations and support for large, hierarchical organizations. What methodology (or variable methods) has your firm established for efficient payment processes (e.g., what forms of payment do you accept cash, credit cards, centrally billed accounts, etc.)? What are your firm s capabilities related to back office processes (e.g., reporting, billing, payments, reconciliation, etc.)? Does your firm have e-Receipt capabilities? If so, how does this process work? Note: Please include your firm s definition of e-Receipt . What are the safety procedures (i.e. screening process) used for your drivers (e.g., background checks, interviews, etc.)? What are the driver requirements for driving (e.g., minimum age, vehicle safety inspections, car age, business license, etc.)? And, what quality assurance processes are utilized to verify drivers adhere to these requirements (e.g., vehicle maintenance, inspections, insurance requirements, etc.). Does your firm offer real-time access to data and analytics? If so, please provide information on this process and the data analytics tools you provide to your business partners. Is this capability offered to customers at an additional cost or as part of your account management services? How does your firm price particular services (e.g., fixed pricing, metered pricing, dynamic pricing, etc.)? How are services billed (e.g., individually, by corporation, by organization within a corporation, etc.) and how often (e.g., on-demand, daily, weekly, monthly, or quarterly)? The VACO campus includes 10 buildings with approximately 4,000 employees. What is your capability to handle simultaneous rides during the hours of 5AM through 7PM daily, and peak times 11:00 AM to 3:00 PM? Average price per ride as follows: 1-5 miles 5-10 miles 10-15 miles Existing Contracting Vehicles: If the respondent has a GSA FSS contract or another applicable contract, indicate so, and include how your exiting contract is within scope of this requirement. Are there any current restrictions (e.g., local ordinances, regulatory issues, etc.) for these services in the Washington D.C. area? If so, what are these? Please include any additional information that may not be covered from the above referenced questions you deem relevant for the Government to know, or be aware of, about your firm, services and industry overall (i.e., best in class practices in the marketplace).
