Description
This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document has been incorporated. �This combined synopsis/solicitation notice is a 100% set-aside for a Woman-Owned Small Business. The solicitation (N00173-21-Q-EN03) is being issued as a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 Effective 10 June 2021.� All responsible sources may submit a quote. The associated North American Industrial Classification System (NAICS) code for this procurement is 541330, Engineering Services, with a Small Business size standard in $16.5 million of dollars.� The associated Federal Supply Code (FSC) / Product Service Code (PSC) procurement is R425. The U.S. Naval Research Laboratory's (NRL) Pomonkey Research and Development (R&D) Facility (a unique field laboratory located 25 miles south of the NRL main facility) and its only facility located Outside Continental United States (OCONUS) has a requirement to procure engineering technical support of research and development equipment for the Advance Operations Section, Code 8124.� The engineering technical support shall include hardware design, development, upgrade, implementation, maintenance and documentation of Code 8124 special R&D equipment. The support services is required from 1 September 2021 to 31 August 2026.� Therefore, the Government anticipates to award a Firm Fixed Price contract award for a 12-month base to include four 12-month options.� The place of performance will be NRL Pomonkey Facility, in addition to the OCONUS location. The contractor shall be responsible for execution of the requirements detailed in Section 2.0 of the Performance Work Statement (PWS) and the Quality Assurance Surveillance Plan. �All interested companies shall provide quotations for the required service listed in this combined synopsis/solicitation to include the following attachments. Solicitation Attachment: 1.�������� Performance Work Statement 2.�������� Quality Assurance Surveillance Plan 3.�������� Contract Data Requirement List, DD1423 4.�������� Personnel Qualifications 5.�������� Anticipated Distribution of Labor Hours 6.�������� Requirement for Onsite Contractors 7.�������� Cost/Price Proposal 8.�������� Wage Determination 9.�������� Past Performance Information In accordance with FAR 12.602, Streamlined evaluation of offers, the Government will evaluate offers in accordance with the criteria contained in the solicitation to the responsible offeror whose offer conforms to the solicitation.� All offerors should adhere to the instructions provided in the provision at 52.212-1, Instructions to Offerors-Commercial Items, and the evaluation criteria provided in the provision at 52.212-2, Evaluation-Commercial Items.� The following factor shall be used to evaluate offers: Lowest Price Technically Acceptable Factor 1 � Technical.� The Government will evaluate the quoter�s capabilities to provide services in accordance with the solicitation (acceptable/unacceptable). Table A-1. Technical Acceptable/Unacceptable Ratings RATING DESCRIPTION Acceptable Quote meets all minimum requirements as stated or provided in the RFQ. Unacceptable Quote does not clearly meet all minimum requirements as stated or provided in the RFQ. Factor 2 � Price.� Quotes will be evaluated to determine if the price is fair, and reasonable in accordance with FAR 12.209. �Quotations shall include a price for each Contract Line Item Number (CLIN) (acceptable/unacceptable). FAR Clause 52.217-8, Option to Extend Services, was included in the RFQ and will be incorporated into the resultant contract; upon exercise, the clause will extend the terms and conditions of the contract period being executed at the rates specified in the contract, the evaluation of which have been included in the initial evaluation of the proposal (to include the base period plus all option periods) as demonstrated herein. �The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. �Evaluation of options shall not obligate the Government to exercise the option(s).� An award will only be made to an offeror whose price is determined reasonable. Table A-2. Past Performance Evaluation Ratings RATING DESCRIPTION Acceptable Based on the offeror�s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror�s performance record is unknown. Unacceptable Based on the offeror�s performance record, the Government has no reasonable expectation that the offeror will successfully perform the required effort. Factor 3 � Past Performance.� Offertory past performance will be evaluated to determine if the offeror�s ability to perform the contract successfully.� This comparative assessment of past performance information is separate from the responsibility determination required under subpart 9.1 in accordance with FAR 12.206 (acceptable/unacceptable). Table A-3. Technical Acceptable/Unacceptable Ratings RATING DESCRIPTION Acceptable Quote meets all minimum requirements as stated or provided in the RFQ. Unacceptable Quote does not clearly meet all minimum requirements as stated or provided in the RFQ The Government shall make an award decision to the offeror who represents the Lowest Price Technically Acceptable (LPTA) in terms of technical acceptability, reasonable price and acceptable past performance. �LPTA top the Government is the offeror who has the lowest reasonably priced, technically acceptable offer with acceptable past performance. �The Government reserves the right to award without discussions; therefore, the offeror should ensure their proposed price is their best price and their proposal is consistent with the RFQ requirement. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, �Offerors Representations and Certifications�Commercial Items.�� If paragraph (j) of the provision is applicable, a written submission is required. Submit the following documents in response to this RFQ: ���� a. Quotation Cover Page (See attached document) ���� b. Technical Capability Statement ���� c. Price Quotation Offers are due on 10 Aug 2021 �4:30 PM CST. �All questions/inquiries must be submitted to the contract specialist & contracting officer via electronic mail (e-mail) not later than 4:30 PM CST on 27 July 2021.� Answers to questions shall be posted to www.sam.gov. Inquiries submitted via telephone calls will be re-directed to an e-mail submission.� Submit offers or any questions to the attention of the Primary Point of Contact, Contract Specialist, Erica Turner via email to: erica.turner@nrlssc.navy.mil and the Secondary Point of Contact, Contracting Officer, Arthur Rego via email to: arthur.rego@nrlssc.navy.mil, respectively.� Offerors who fail to complete and submit the requirements above may be considered non-responsive.� Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).� Please reference this combined synopsis/solicitation number on your correspondence and in the ""Subject"" line of your email. ALL QUESTIONS REGARDING THE SOLICITATION SHALL BE SUBMITTED VIA EMAIL. SAM Registration:� Award may be made without discussions or negotiations, therefore prospective contractors should have an active registration in the System for Award Management (SAM) database (www.sam.gov) in accordance with Federal Acquisition Regulation (FAR) Part 4.1102 and Part 52.204-7 when submitting a response to this solicitation. NOTE:� Both the Technical Proposal (10 page maximum) and Pricing Proposal should be submitted as separate documents.�
