- Project Title: RPR Tent City HVAC The magnitude of this project is between $250,000 and $500,000 U.S. Dollars. This is furnished for the convenience of prospective contractors. The actual extent of work requirements will be governed by the specifications and drawings. A pre-proposal conference/site visit will be held 22 July 2021, 10:00 hours local time, in the Contracting Conference room, Building 106 Moron AB, Spain. Please contact the POC's listed in Section L to coordinate attendance of the site visit. All questions regarding this requirement must be submitted to christopher.meyer.31@us.af.mil no later than 30 June 2021, 10:00 hours local time. Bids must be received by the Contracting Officer (as described in Sec L) no later than 10:00 hours local time on 12 August 2021. All bids must be submitted electronically and/or hand delivered. Bids submitted by the facsimile will NOT be accepted. IN ACCORDANCE WITH THE AGREEMENT OF DEFENSE COOPERATION BETWEEN THE U.S.A. AND THE KINGDOM OF SPAIN, ANNEX 6, ARTICLE 1(5) ""SPANISH MATERIAL, LABOR, AND EQUIPMENT SHALL BE USED WHENEVER FEASIBLE AND CONSISTENT WITH THE REQUIREMENTS"" �Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.� In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: Demolish existing air conditioning systems and accessories of tents �A�, �B�, �C�, �D�, �N� and �S� including, but not limited to, electrical instalation, Support structures, heat pumps, exterior supply and return ducts, control systems, etc� � Cleaning and disinfection of air conditioning ducts and grilles to remain. � Supply, install and paint metallic support structures for heat pumps. � Supply and install compact heat pumps. � Supply and install supply/return ducts and accessories. � Supply and install electrical and control utilities for the new heat pump units. � Repair elements affected by project execution. The finish will be similar to the adjacent finish. � General cleaning of the work site. � Delivery of As-Built drawings. � � The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
