- Description
- Enclosed is a Request for Quotations (RFQ) for gardening services at three (3) U.S. Government-owned properties in Singapore. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The Embassy will conduct a pre-proposal conference and site visit on July 22, 2021 at 10:00 hours (Singapore Time) and all prospective quoters are invited to attend. Interested companies must submit the name of company, name of attendee. NRIC or passport numbers to Singapore Procurement (email: sgprocurementrfq@state.gov) by July 16, 2021, 12:00 hours (Singapore Time). Attendance is limited to one (1) person per company. The pre-proposal conference will commence at the Embassy (27 Napier Road) and will proceed to the other sites thereafter. Parking is not available at the Embassy. Nearby paid parking spaces include the Gleneagles Hospital and Tanglin Mall. Transportation to the other sites will be provided by the Embassy. Please submit your quote in a sealed envelope marked �Quotation for Gardening Services Enclosed� to: The Contracting Officer U.S. Embassy Singapore 27 Napier Road, Singapore 258508 Ref: RFQ19SN1021Q0025 on or before 16:30 hours (Singapore Time) on August 11, 2021. No quotation will be accepted after this time. Electronic submissions will not be accepted.� Quotations shall be mailed or hand delivered and must be received by or before the close date and time of the solicitation for it to be considered. In order for a quotation to be considered, you must complete and submit the following: 1.�������� SF-1449 (Blocks 12, 17, 19 � 24 and 30 appropriately filled up and signed) 2.�������� Section 1, The Schedule 3.�������� Section 5, Representations and Certifications 4.�������� Information as required in Section 3 (Solicitation Provisions) 5.�������� Evidence of a valid SAM registration Any questions pertaining to this solicitation should be directed to the Contracting Officer (SGProcurementRFQ@state.gov). Companies doing business with the U.S. Government are required to register in the �System for Award Management� (SAM) https://www.sam.gov, as part of the RFQ requirements. To register in SAM, a DUNS number and NCAGE code are required. There is no cost involved in obtaining these numbers or registration in SAM. However, the entire process may take up to a month so interested quoters are strongly encouraged to register their business as soon as possible to avoid any delay in making an award to the successful quoter. The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price.� We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. Other Information: 1.�������� Quoters are urged to submit written questions by fax or email at least 3 working days prior to the scheduled pre-proposal conference date. Questions shall be addressed to the attention of the Contracting Officer at email: SGProcurementRFQ@state.gov; fax: +65 6476 9342. 2.�������� Attendees may also bring their written questions to the pre-proposal conference. 3.�������� Statements made by the Embassy during the pre-proposal conference and site visit shall not constitute to be a change in solicitation unless a written amendment is issued. 4. ������� All questions and answers will be posted on SAM.gov after the pre-proposal conference and site visit. 5.�������� The validity of the quotation is 120 days from the close date of the RFQ.
