Description
Sole Source Notice of Intent (FAR Part 13-Simplified Acquisition Procedures) In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS), on behalf of FWS Refuge LE, intends to award a sole source action to Babel Street, Inc. for a 12-month contract. The FWS Refuge LE Intelligence Unit requires a purpose-built tool for navigating and sifting through countless websites in multiple languages on the internet with efficiency to enable Intelligence Analysts to conduct research essential for proactive and reactive investigations. Babel Street provides a web-based, single application, Babel X, which is the only multi-lingual, geo-enabled text analytics software that can serve the online research needs of the Intelligence Unit. Babel Street also provides an application called Babel Synthesis, which can structure acquired data into more meaningful and useable formats and groupings, enabling the Intelligence Unit to analyze the data more effectively. Babel Street will provide superior support for the Intelligence Unit's requirements by providing the following capabilities: Enables Searches Across the Vast Internet, Babel Street's application, Babel X, has the highest concentration of searchable data sources available on the market. Babel X collects data on search terms and parameters of interest from hundreds of millions of Uniform Resource Locators (URLs), more than 1 billion blogs and forums, and more than 40 data sources across social media, news, and deep and dark web sources. Without Babel X, internet searches by USFWS Analysts and Agents would be very limited by time and lack of resources. With Babel X, USFWS Analysts and Agents can create proactive search alerts globally to generate leads or to corroborate information. This tool is valuable in revealing identifiers on foreign conspirators involved in the global wildlife trade that would not be found using US persons-based platforms. Babel X makes information in the vast internet more accessible and organized by collecting data as specified by the user and automatically searching over a billion websites. Conduct Online Searches in Multiple Languages- Babel Street has a billion-strong ontology, or dictionary of related terms, in English and across 200 languages. This ontology greatly enhances the quality of search and uncovers search results not easily gained without this efficiency. Within Babel X is FindX, which supports quick searches of any search terms(s) in hundreds of languages from seven (7) functional areas on the internet, including: social media, community talk, dark web, news, virtual currency, Domain Tools, and Babel X Archives. Babel X is the only capability on the market supporting this function. This capability will allow USFWS analysts and investigators to uncover results that would previously not have been possible due to language barriers. This proprietary tool will enable online searches to produce far greater substantive results that will prove invaluable for both domestic and international investigations. Timely Alerts - Babel X facilitates timely alerting on security topics in every major geographic location in the United States based on data emanating from web, news, social media, and blog and forums. The breadth of data sources supporting such alerting is unique to Babel X. This ensures that even when USFWS Analysts and Agents are not actively conducting online searches, valuable data will still be passed on to USFWS through the Babel X alerts. Network and Relationship Data Analysis - The breadth of data that the Babel Street applications provide can be overwhelming to decipher and analyze. Babel Street�s application, Babel Synthesis, is designed to provide a solution. Babel Synthesis leverages a combination of automated relationship network analytics, proprietary influencer mathematics, and artificial intelligence-based behavioral attribute models to rapidly map relationship networks and precisely identify the key influencers. With Babel Synthesis, USFWS Analysts and Agents can better visualize unstructured data and relationship data, including sophisticated link analysis, geographic heat maps, influential entity carousels, topic clouds, patterns by time and day, and communication. This powerful tool enables users to prioritize, organize, and link volumes of data and turn it into more usable formats to further investigations. Cellular Device Location - Babel X features an application called, Locate X, which can identify whether a cellular device was in a particular location based on the device�s Ad ID (applications that ping off of cell phone towers, even if a phone is not in use). This capability enables an Analyst or Agent to corroborate if a subject were in or around a crime scene or other location of interest at a specified timeframe. Babel X is currently the only application which offers this valuable capability. This is not a solicitation for a competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by July 23, 2021, 10:00 AM Eastern Time and can be sent to Lorenzo Aragon at lorenzo_aragon@FWS.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
