- Description
- The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, with Gigahertz-Optik,110 Haverhill Road, Bldg. B- Ste 205, Amesbury, MA� under the authority of FAR Part 13.106-1(b), for the procurement of a CCD-Array Spectroradiometer. This purchase is to meet the Sensor Science Division's need for development of transfer standard spectroradiometers for customers. The sole source determination is based on the unique requirements for a transfer standard spectroradiometer. Only Gigahertz-Optik can meet the key requirements below, which are critical to be used as a standard reference instrument for the Air Force. (1) Dual detectors: a thermoelectric cooled back-thinned CCD array detector with at least 2048 pixels and a silicon photodiode detector with a photometric filter. This is required in order to have for significant improvements in stability. (2) Input optic: on-housing irradiance probe (without using an optical fiber) with a cosine angular response quality index f2 no greater than 3 %. This on-housing irradiance probe design eliminates the changes resulting from an optical fiber probe. (3) Compact, weather-proof housing with dimension no larger than 110 mm x 110 mm x 55 mm (Length x Width x Height). This design makes it stable in performance. (4) Built-in optical filter wheel with at least 4 positions. The optical filter wheel increase instrument�s dynamic range for many orders of magnitude, i.e., it can measure both dim sources and bright sources. (5) Electronic shutter with the minimum integration time range from 2 microseconds to 60 seconds. Electronics shutter eliminates instrument bias error, which is critical as a standard reference instrument. The integration time from 2 microseconds to 60 seconds dramatically increases the instrument�s dynamic range, i.e., it can measure both dim sources and bright sources. (6) Pre-aged components for stability over time. Using pre-aged components can significantly improve the instrument�s stability, which is critical as a standard reference instrument. No other vendor offers a similar product that meets all the requirements. This is proprietary and is only available from Gigahertz-Optik. Gigahertz-Optik does not have any authorized distributors/resellers. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued.� This notice of intent is not a request for quotations.� Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
