1.0������� DESCRIPTION� The U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), �Genomics Core intends to procure �a NextSeq2000 �and related supplies on a sole source basis from Illumina, Inc. located at 9885 Towne Centre Drive, San Diego, CA 92121 USA. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 with a size standard in number of employees is 1,000. The anticipated award shall be a firm fixed price purchase order. It has been determined there are no opportunities to acquire green products or services for this procurement. 2.0 BACKGROUND The purpose of this acquisition is to trade-in an existing NextSeq550 (S/N NB1349) to procure the Illumina NextSeq� 2000. The NextSeq2000 represents the newest generation of multiplexed, high throughput sequencing systems with fast, accurate results, and is the only personal sequencing platform on the market designed with extensibility from 20 Gb to 300 Gb with flexible informatics options. Over the last 20 years, Illumina has led the charge to improve sequencing capabilities across the entire workflow, making it easier to use while driving down costs. With a choice of cell formats, multiple read length configurations, the NextSeq2000 will enable data output ranging from ~20 Gb-300 Gb per run, providing flexibility across a broad range of applications and study sizes at a lower cost to our NCI investigators. The NextSeq 2000 Sequencing System features a novel super resolution optics system and the next iteration of industry leading sequencing by synthesis (SBS) chemistry that yields highly accurate imaging data with greater resolution and higher sensitivity and optimized to increase cluster brightness, reduce channel cross-talk, and improve signal-to-noise ratio than traditional benchtop systems. The on-board DRAGEN platform uses optimized, hardware-accelerated algorithms for a wide variety of genomic analysis solutions, including BCL conversion, mapping, alignment, sorting, duplicate marking, and variant calling. The Illumina Nextseq 2000 is the only instrument that meets all these requirements. This instrument is available only from its manufacturer, Illumina Inc. 3.0 TYPE OF ORDER This is a Firm Fixed-Price Purchase Order. 4.0 PRODUCT FEATURES/SALIENT CHARACTERISTICS The following product features/characteristics are required for this requirement: Sequencing chemistries must be compatible with iSeq Sequencing system and other government-owned Illumina sequencing systems Output requirements ranging from ~20 Gb-300 Gb per run Sequencing run time between 11-48 hours Number of samples per run up to 22 On-board DRAGEN platform for secondary analysis ???????4.1�OPTIONAL TRADE-IN Quoters are encouraged to provide a trade-in credit for a Government-Owned Illumina Sequencer NEXTSEQ550 (S/N NB551349). Quoters offering a trade-in credit shall provide all applicable costs for removal of the existing system such as labor, equipment, packaging/crates, shipping, and insurance. ??????????????4.2�DELIVERY / INSTALLATION The Contractor shall deliver the systems within 4-12 weeks of the award. The Contractor shall coordinate delivery and tracking information with the NCI Contracting Officer Representative (COR), TBD at award, with tracking information to anticipate delivery to the best extent possible. Upon delivery, the Contractor shall notify the COR to schedule the installation date and time which shall occur within 5 business days after delivery. All shipping/handling (including FOB) and delivery/installation fees shall be included in the quote. Installation shall be performed by, or under the direct supervision of, an Original Equipment Manufacturer (OEM) certified operator. If the Contractor offers a trade-in credit as identified in section 4.1 above, then the Contractor shall be solely responsible for the removal of the Illumina Sequencer NEXTSEQ550 (S/N NB551349) during the scheduled installation. The Contractor shall deliver and install the equipment at the following address: Attn: TBD at Award 37 Convent Drive MSC 4256 Bethesda, MD� 20892-4256 4.3������� TRAINING Contractor shall provide training on proper use of equipment, software and related use NCI researchers at above location within one week of installation, and the training will be provided by the premier support scientist, or other Illumina personnel, on an as needed basis. 4.4������ WARRANTY The Contractor shall warrant that any instruments, equipment, components, or other supplies (�Supplies�) procured by this purchase are free of defects in design, material, or manufacture for a period of at least one (1) calendar year from date of acceptance by the Government. The Contractor shall warrant that all consumables or expendable parts are free of defects in design, material or manufacture for a period of at least 90 calendar days from date of acceptance by the Government. Supplies which are repaired or replaced shall be warranted for the remainder of the initial warranty period or for 90-days � whichever is greater. ???????4.5�PROCEDURES DURING COVID-19 PANDEMIC Due to the current COVID-19 pandemic, the Contractor must pay close attention to the following delivery instructions. Please be aware that due to the fluidity of the existing pandemic, instructions may be updated as needed after award. The equipment shall be delivered within the timeframe listed in section 4.2 above. The Contractor shall: Store or hold equipment until NCI is ready to accept the equipment at no additional cost; The equipment shall not be sold to another business in the event NCI is not ready to accept delivery due to unanticipated changes related to COVID-19; and Training as required by the Statement of Need shall be made available and provided to required staff at different times and dates, if required, at no additional cost. Communicate and follow instructions from the COR to coordinate delivery, installation and training in accordance with the timeframes stated in sections 4.2 through 4.3 above. The delivery address and COR�s information will be provided at the time of award and must be included as part of the order/shipping label. All companies delivering to NIH�s main campus shall comply with Commercial Vehicle Inspection Facility (CVIF) access procedures. CVIF will provide a list of buildings with loading docks. Delivered items will be logged in and the loading dock Contractor or Government employee will attempt to contact the COR for inspection and acceptance of the package. In the event the COR is unable to accept the package, the equipment shall not be left at the loading dock station. The Contractor shall confirm another attempt will be made to deliver on another date, to be coordinated with the COR, at no additional cost. � Deliveries shall only be made between 6AM to 4PM, Monday through Friday. Note: Delivery personnel may be asked a series of questions related to recent travels and if any physical symptoms relevant to COVID 19 exist. 5.0 INSPECTION AND ACCEPTANCE CRITERIA Pursuant to FAR clause 52.212-4, all work described in the SOW to be delivered under this purchase order is subject to final inspection and acceptance by an authorized representative of the Government. The authorized representative of the Government is the NCI TPOC, who is responsible for inspection and acceptance of all services, materials, or supplies to be provided by the Contractor. Regardless of format, all digital content or communications materials produced as a deliverable under this purchase order, shall conform to applicable Section 508 Standards to allow Federal employees and members of the public with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by Federal employees or by members of the public who are not individuals with disabilities. Remediation of any materials that do not comply with the applicable Section 508 requirements as set forth below, shall be the responsibility of the Contractor. The Illumina NextSeq2000 presents the following unique features: -lowest cost per base-pair in the same category of high throughput sequencing machines - Preparation of libraries (samples for sequencing) is the simplest of the technologies - Illumina is fully compatible with other equipment in the core (robotics and protocols) - Illumina provides the longest read of the comparable throughput technologies The purchase will include the trade-in of the NextSeq550 S/N NB551349, installation of the instrument and accessories by Illumina engineers and specialists. This instrument is available only from its manufacturer, Illumina Inc. 7.0������� SUBMISSION INFORMATION This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation for the Government to consider.� The statement of capabilities and/or any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� All responses must be submitted via email to Contract Specialist, Elizabeth Tucker, at elizabeth.tucker@nih.gov by no later than 12:00 PM EST on July 15, 2021. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
