Description

This is an announcement for information that the FAA is pursuing a modification of the established centralized NOC/SOC/CC contract in support of tower surveillance systems Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). At his time, EvoTech LLC, College Park, MD, is the current contract holder and the only known source that can provide additional configuration management services needed to support all known CBP Surveillance Systems, including (but not limited to): Remote Video Surveillance System (RVSS) and Upgrade (RVSS-U), Mobile Video Surveillance System (MVSS) and Tactical Awareness Kit (MVSS TAK), Integrated Fixed Tower (IFT), Autonomous Surveillance Tower (AST) and other future CBP Surveillance Systems. Activities associated with this work include, but are not limited to testing, evaluation, scanning, patching of network security vulnerabilities, updating of access control lists, creation and maintenance of active user directories which currently do not exist, installing new software and anti-virus, and redlining and changing current network configuration diagrams and drawings utilizing a newly established Engineering Change Protocol (ECP) procedures. Similar configuration management services are already being performed by this contractor under the originally awarded requirement to a limited extent. The nature of new work are duties that were intended to be performed by Government personnel at the time of original contract award in conjunction with the performance of this contract, but were later determined not feasible for the Government to perform due to lack of resources. The first major need for these services is anticipated to occur on or around August 15th, 2021. The FAA currently assumes that, if contracted outside the Government, the duties associated with full configuration management support cannot be segregated from the current, or any future, centralized NOC/SOC/CC contractor due the following assumptions: Current administrator-level access is crucial to be able to effectively patch security vulnerabilities and test functionality after application. Current administrator-level access is crucial to be able to independently develop and maintain non-existing active directories. Although competitively awarded, this contract was awarded based on network system design and no other company that submitted proposals offered the same network solution design, and therefore, could not immediately assume this work. The FAA could not duplicate with another vendor the NOC/SOC/CC Contractor-Owned, Contractor Operated (COCO) secured facility, and sensitive system configurations in accordance with security specification DHS 4300A (Sensitive Systems Handbook), prior to the actual need date of services, or�therafter without the need�to essentially invest in another vendor's�system set-up again (twice).� Due to lead times of CBP fully adjudicated background investigations (8 � 12 months), no other company is known to be able to�assume the work immediately with staff on-hand. As new CBP surveillance systems are added to the centralized NOC/SOC/CC, only the contractor performing the NOC/SOC/CC contract will be able to independently reconfigure on-boarded systems� network connections as needed and conduct follow-on NOC/SOC scanning and testing procedures to ensure functionality through system network reconfigurations.� The entity that reconfigures�network connections should be responsible for updating drawings and network architectures. The responses to this announcement will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this announcement. Therefore any cost associated with the announcement submission is solely at the interested vendor�s expense. AMS is the prevailing acquisition regulation for FAA procurement process and procedures. This action is intended to be pursued under AMS authority found at 3.2.2.4, SINGLE SOURCE SELECTION and can be found at the following link: https://fast.faa.gov/PPG_Procurement.cfm. The purpose of this announcement is to make industry aware that the FAA is modifying an existing contract in accordance with the aforementioned policy. All responses to this market survey must be received by 4:00 p.m. (Central) on July 14, 2021.
