- BUREAU OF LAND MANAGEMENT, OR-ST-OFC. PRE-SOLICITATION NOTICE, 140L4321Q0032, SPOKANE DISTRICT, PALMER/PEARL HILL FENCE RECONSTRUCTION. This procurement is SET-ASIDE for SMALL BUSINESS. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request for Proposal (RFP) for a firm fixed price, commercial construction contract for the installation of approximately 22 miles of 4-strand wire fence that was damaged by the 2020 Palmer Mountain and Pearl Hill Wildfires located in Okanogan and Douglas County, Washington. Maps will be provided as RFP attachments. The installation covers approximately 18 miles of 4-strand wire fence damaged by fire. The nature of the work will range from removing and replacing all existing wire, replacing wooden and burned fence structures, installation of steel posts and pipe, to complete replacement of fence sections, all dependent upon damage incurred during the fire. Approximately 20-40% of steel posts and/or pipe will need to be drilled. The magnitude of this construction project is between $250,000.00 and $500,000.00. The performance period is from date of award through approximately October 11th, 2021. The NAICS code is 238990 All Other Specialty Trade Contractors, Fence installation and/or Fencing Contractors; the small business size standard is $16.5M. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The basis of award will utilize the best value continuum � trade-off process in accordance with FAR subpart 15.101-1 to result in an award to the responsible offeror pursuant to FAR subpart 9.1 The technical/non-price evaluation factors are Relevant Experience, Past Performance, and Technical Approach, where technical/non-price evaluation factors, when combined, are significantly more important than price. The solicitation is anticipated to be issued on or about July 26th, 2021. All responsible sources may submit a proposal which shall be considered by the agency.
