Subject: Exterior Commercial Paint IDIQ � FA5000-21-R-0022 **This is the official Pre?solicitation/Synopsis for the proposed subject IDIQ contract. Date: 09 July 2021 This is Multiple Award Construction Contract (MACC), Indefinite Delivery Indefinite Quantity (IDIQ) Exterior Commercial Painting Contract that will supplement Civil Engineer�s (CE) Construction and Facility Management�s (CFMO) in-house capabilities to perform minor construction, facility repair/alteration, and real property repair/alteration projects on an as needed basis. The Exterior Commercial Paint IDIQ is for exterior painting projects that are beyond the capability of the base civil engineers to perform with Government resources. This requirement primarily consists of the following major items as they relate to exterior paint projects: a. Exterior painting of new, previously painted and other designated surfaces including all associated work. Painting also includes previously painted mechanical or electrical equipment, ramps, docks, or other attached unnumbered structures. b. Abatement of lead based paint by various methods including paint removal, encapsulation, enclosure, demolition and removal of a lead based painted item. c. Abatement of asbestos containing materials. d. Replacement of damaged, rotted or deteriorated wood surfaces. e. Replacement of damaged or deteriorated concrete, masonry, metal and wood siding, screen fabric, or exterior insulation and finish system. f. Replacement of deteriorated metal gutters, downspouts, flashing, metal or wood trim. g. Repair of cracks and holes in existing concrete, concrete masonry, plaster, gypsum wallboard or other exterior surfaces. h. Prepare surfaces to be painted by washing, sanding, scraping, blasting, caulking and sealing, etc. i. Removal and re-installation of exterior security lighting. j. The end result of each task will be a safe and complete finish system, which will provide a protected exterior surface meeting journeyman level finish standards that are aesthetically appealing. The contractor shall provide all material, equipment, and labor to accomplish painting task orders (TOs) in an expeditious manner. Individual TO projects will vary in size, with the majority expected to be less than $500,000. IAW FAR 36.204(e), Disclosure of Magnitude of Construction Projects, the estimated price range of this IDIQ contract is between $25M and $100M. NAICS: 238320 This is anticipated to be a 100% Small Business Set-Aside with a size standard of $16.5M. PSC/FSC: Z2JZ Prospective sources may submit a proposal which shall be considered by the agency. The solicitation package will be available only through Electronic Posting System (EPS) and is anticipated to be posted on or about 26 June 2021 on the beta.SAM.gov web page. All proposals will be due on or about 25 August 2021. Paper copies and paper proposals will not be accepted. Once the solicitation is posted, it will then become the responsibility of the interested parties to review this site frequently for any updates/amendments to any and all documents. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
