- The Defense Logistics Agency, Defense Supply Center Columbus, Ohio has a requirement to perform a full conversion of the boiler system for Building 27 located at the Defense Supply Center, Columbus, Ohio. The existing steam boiler system is to be removed, all demolition and repair work completed in the applicable areas, and a new hot water boiler system is to be installed.� This procurement is issued as a 100% Small Business Set Aside. The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. The award will be a firm fixed contract.� Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance.� There will be one single award made for the solicitation.� Award may be made without discussions. Description � The contractor shall furnish all plant, labor, material, supplies, equipment, tools, delivery, disposal, and supervision necessary to perform a full conversion of the boiler system for Building 27 located at the Defense Supply Center, Columbus, Ohio. The existing steam boiler system is to be removed, all demolition and repair work completed in the applicable areas, and a new hot water boiler system is to be installed. All work shall be performed in strict accordance with the specifications for projects CSC- 20019, and contract drawings 4-581 (19 sheets) subject to the terms and conditions of the solicitation (See Solicitation Attachments #2 and #3). PERIOD OF PERFORMANCE:� All work associated with the performance of this project is be completed within 540 calendar days after receipt of the Notice to Proceed. Site Visit:� In order to provide a better understanding of this project, the Government is holding a site visit on June 30, 2021 at 10:00 AM Local Time. �Attendance at this site visit is MANDATORY for any contractor wishing to submit an offer in response to this solicitation. �Please see clause 52.236-27 on PG 68 of Attachment 1 to this solicitation for further details.� Any individuals interested in attending the site visit MUST E-MAIL AT LEAST 24 HOURS IN ADVANCE the company name and individual name at Anthony.Gerardi@dla.mil. �Please see pages 5-7 of the SF1442 for additional notes regarding the visitor registration process and facility access instructions. Questions and Answers:� Contractors must submit any questions regarding this project via e-mail to the Contract Special listed above. �All questions must be received no later than July 6, 2021 at 1:00 PM Eastern Time.� Answers to the questions will be posted to Beta SAM promptly after this deadline to allow for sufficient time for contractors to review this information prior to the solicitation closing time. NOTE:� In order to be considered for award, all responses to this solicitation must contain the following documents: 1.������������ The signed and completed SF1442 2.������������ A completed bid form 3.������������ A copy of the bid bond 4.������������ Past Performance info as stated in Sec L & M (see Att. 1). 5.������������ A Contract Management Plan as stated in Sec L & M (see Att. 1) 6.������������ Resumes to support the staffing requirements stated in Sec L & M (see Att. 1) 7.������������ Signed amendments to the solicitation, if any. *****UPDATED 7/9/2021 Amendment 0001 to the RFP SP4702-21-R-0018***** Amendment 0001�is being processed to solicitation SP4702-21-R-0018 for the following purposes: 1. Provide answers to vendor questions/RFIs which were submitted by the cut-off deadline stated in the solicitation. The answers to the questions/RFIs are provided as an attachment to this amendment. 2. Work which was previously designed as a separate project is being added to this solicitation. Project CSC-20018, Outdoor Air Improvements, was being contemplated as a separate project. However, due the the fact that most of this project would overlap with the work being done in BLDG 27, it was determined to be in the Government's best interests to amend the solicitation and include the work for project CSC-20018 along with project CSC-20019. Accordingly, this amendment is providing details for the added work. Please see the updated Solicitation document SP4702-21-R-0018, the updated Attachment 2 Specs file, the new Attachment 12 for drawings 4-582 (14 sheets), and the updated Attachment 10 Bid Form. 3. Provide further information with respect to the asbestos reports for BLDG 27. Two documents covering the asbestos for BLDG 27 are provided as an attachment to this amendment. 4. As a result of the above changes, the the closing date of the solicitation is being extended. The closing date for the solicitation is being changed to July 21, 2021, to allow vendors additional time to review the above changes and submit timely proposals. The closing time will be 1:00 on 7/21/2021. All other terms and conditions of the original solicitation remain unchanged.
