Notice of Proposed Contract Actions (Pre-solicitation Notice) Synopsis: 1333ND21QNB190133 Classification Code: Y -- Construction of structures and facilities This is a notice of proposed contract actions as prescribed under FAR subpart 5.204 and FAR subpart 36.213-2 (Pre-solicitation Notices). Set Aside/Size Standard This requirement is unrestricted Agency/Office: National Institute of Standards and Technology (NIST) Location: 100 Bureau Dr, Gaithersburg, MD Title: Advanced Measurement Laboratory (AML) Construction and Fit-Up Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. �Scope & Description of Services: The National Institute of Standards of Technology (NIST), intends to issue a Request for Proposals (RFP) for construction services at the Advanced Measurement Laboratory (AML). This project is intended to provide a multiple award indefinite delivery, indefinite quantity (IDIQ) construction contract for the National Institute of Standards and Technology (NIST) Advanced Measurement Laboratory (AML).� The Government intends to award up to a maximum of three (3) contracts. The AML complex which is approximately 536,507 square feet is one of the most technologically advanced complexes in the world, and provides combined features of close temperature control, vibration isolation, air cleanliness, and power quality for scientific research at NIST.� The AML complex consists of five buildings (215 through 219), each with one inhabitable scientific level. Two metrology buildings (218 and 219) are below ground, two physical sciences buildings (216 and 217) and a cleanroom building (215, NanoFab) are located above ground. The NanoFab building provides researchers rapid access to a comprehensive suite of tools and processes for nanofabrication. This world-class shared resource provides researchers with a unique combination of a simple application process, extensive tool and process development, hands-on training, and access to NIST-wide expertise in nanoscience and nanotechnology. The facility must be upgraded and modified to accommodate rapid changes in technological equipment and facility usage needs.� The multiple award IDIQ contract will provide specialized construction contractors that have the capability to install and conduct upgrades and modifications to the AML laboratories, to include but not limited to, design-bid-build and design-build projects. Typical requirements for laboratory construction may include, but will not be limited to the following: Architectural � Modify and reconfigure I-line panelized wall systems and drywall wall systems, installation of metal strut shelving and rack systems, installation of anti-static welded seamless sheet flooring, acoustical sound absorbing panels, and painting of metal wall and drywall systems. Electrical � Install power equipment, raceway, wiring to the laboratory and equipment being supplied from several different types of quality and backed-up electrical distribution systems. The different types of electrical systems currently consist of house power from the utility company, uninterrupted power supply (UPS) power from a building UPS system or dedicated UPS system, generator backed-up power system with UPS system. Install fire alarm equipment and interface with existing proprietary Simplex system. The installation must follow all applicable National Fire Protection Association standards. Mechanical � Install services: compressed air and nitrogen with oxygen grade tubing and components, CAP II grade water distribution system fusion welded joints and components, vacuum, chilled water supply and return, Acid fusion drain piping and components. Heating Ventilation Air Conditioning (HVAC) � Install and modify ductwork with temperature, humidity, and balancing controls for supply air and exhaust to SMACNA ductwork construction standards. (Currently the controls consist of Alerton Direct Digital Control programming support and native BacNET components.) The high accuracy laboratories have temperatures controlled to �0.01�C and humidity controlled to �1%. Air Balancing � Adjust air flow by adjusting variable frequency drive(s) or manual and automated dampers, calibrate HVAC sensors and transducers, and take trunk or drop air flow readings by independent testing and balancing agent member of the Associated Air Balance Council (AABC) or National Environmental Balancing Bureau (NEBB). Typical requirements for the nanofabrication and Nano-measurement facility may include, but will not be limited to the following: Install nanofabrication and Nano-measurement equipment along with required services to supply equipment to Semiconductor Equipment and Materials International (SEMI) standards for Semi-conductor industry and all applicable NFPA codes (for example, NFPA 318 - reasonable safeguards for the protection of facilities containing cleanrooms from fire and related hazards). Specialized installation - Single and coaxial stainless-steel tubing orbital welding of process gas lines, helium leak checking of process tubing, toxic/pyrophoric coaxial gas line certification for leaks, particle, and purity, toxic gas monitoring additions or modifications, Electronic Grade Ultrapure Water distribution additions or modifications, process gas distribution system with semi-automatic Valve Manifold Boxes (VMB) and gas cabinets. Process tubing orbital welding installation and inspections - must follow SEMI 78, SEMI F81, and American Society of Mechanical Engineers (ASME) B31-3. Process leak checking - must comply, and will be tested in accordance with SEMI F3, ASTM E493, ASTM E498, and ASTM E499 standards. Purity test of process piping (tested with recommended methods and standards by SEMI standards). Toxic gas monitoring (TGM) system by Honeywell - The toxic gas monitoring system includes sensors, analyzers, local pushbuttons and notification devices, control logic functions, and a central system display to monitor, alarm, and provide automatic response to toxic or flammable gas leaks. The system is designed to monitor potential leak sources in the SubFab (Basement Level), and Cleanroom (Level 1). Electronic grade ultra-pure water piping type PVDF fusion welded joints and components (must meet ASTM D-5127 � 2007 electronic grade E1.2 specifications). Process gas control equipment is to be compatible with Precision Flow Technology valve manifold boxes and Matheson Gas distribution gas cabinets.
