Description

This is a Pre-Solicitation Notice: This is not a solicitation or an invitation for bids (IFB). An IFB will be issued on or about 8 April 2021 and shall remain open for approximately 30 days. ** ALL FIRMS ARE INSTRUCTED NOT TO CALL THE SAN DIEGO VA HEALTHCARE SYSTEM (LLVAHCS) REQUESTING MORE INFORMATION. ALL INQUIRIES SHALL BE SUBMITTED TO THE CONTRACTING OFFICE, IN WRITING, VIA EMAIL TO: Laurie.Williams2@va.gov This notice is issued by the Department of Veterans Affairs Network Contracting Office NCO 22 Gilbert. The Veterans Affairs Healthcare System located in San Diego, California (664) requires construction services to construction in accordance contract drawings and specifications to renovate the existing Emergency Department (approx. 2,340sf) for seven (7) FastTrack Treatment Stations, associated support spaces, a Decontamination Shower Room, (3)Administrative Offices and a Staff Break Room to include the abatement of asbestos containing material, removal of HVAC unit & associated ductwork, installation of new decontamination waste holding tank. The project includes General Construction. General Construction includes all labor, material, equipment, and supervision to perform general construction, alterations, necessary removal of existing equipment and construction and certain other items. The project will involve but not be limited to trades required for the complete renovation of areas indicated on the drawings. A Critical Path Method (CPM) Plan and schedule demonstrating fulfillment of contract requirements will be required. Solicitation documents, including Statement of Work (SOW), Drawings, and Specifications, will be available electronically, on or about the issue date listed above, at the Beta SAM.GOV Contract Opportunities website: https://beta.sam.gov/ In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, and VAAR 836.204(g), the magnitude of construction for the project is between $2,000,000.00 - $3,000,000.00 Interested bidders should search for Invitation for Bid (IFB) number 36C25821B0012. The acquisition is a Total Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS code) for this procurement is 236220, Commercial and Institutional Building Construction, and the Size Standard is $39.5M. The contract will be a Firm-Fixed Price (FFP) Construction contract. The Period of Performance is 210 calendar days after issuance of the Notice to Proceed. Bid bond will be required. Due to COVID-19 restrictions, bids must be submitted via email to: Laurie.Williams2@va.gov. Important Information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with this Pre-Solicitation Notice. The notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to any specific acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business. However, if responses by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. Notice to potential bidders: All bidders who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at https://www.sam.gov/SAM/ and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.va.gov/ The Government will not pay any costs for responses submitted.
