- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Controls Group USA upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL�s Engineering Resources Branch in Hanover, NH requires a Thermal Stress Restrained Specimen Test (TSRST) kit. The fixtures and instrumentations included in the kit are needed to allow asphalt mixture samples to be tested and analyzed under different loading and temperature conditions.� Specifications: The asphalt testing fixtures are necessary to upgrade the testing fixtures and instrumentation used with existing MTS frames as it is essential to upgrade the testing fixtures and instrumentation used with MTS equipment, not the whole device itself. Specifically, the kit shall include the following: Dynamic Modulus and Flow Number Test Accessories: The accessories shall conform to specifications outlined in AASHTO T-378/TP79 and NCHRP 9-29. The following are the required accessories for specimens of 38, 50, and 105 mm diameters: 105mm diameter top platen 105mm diameter bottom platen assembly� A set of 6 AMPT target clamps assembly Dynamic Modulus Quad Gauge Point Fixing Jig - base jig Assembly (excluding heads): to accurately fix gauge points for on-specimen transducers. This includes a membrane stretcher. Dynamic Modulus Gauge Point Fixing Jig � setting head kit (hexagonal gauge points) � set of 3 heads should be provided. A set of 3 LVDT (+/-0.5mm) w/ In-Line Conditioner. AMPT Universal proving ring assembly, complete with 6 hexagonal gauge points. AMPT consumables kit. Comprises: 24x AMPT Sample Target (Hexagonal Gauge points) 1x Selleys 5 Min Araldite 24mL 1x 9.75""""/3/32"""" Rubber O-Ring 1 x 100mm Sealing Rings (Pack of two)� 2x 100mm Rubber Membranes 100mm Flat Latex Discs (Packet of 6) UTM Dynamic Modulus AASHTO TP79 105mm diameter top platen� Small sample accessories for Dynamic Modulus - 38 and 50 mm UTM Dynamic Modulus TP79 small diameter platen 50 mm diameter X 110 mm Tall UTM Dynamic Modulus TP79 small diameter platen 38 mm diameter X 110 mm Tall AMPT LVDT gauge point fixing jig 50mm specimen upgrade kit AMPT LVDT gauge point fixing jig 38mm specimen upgrade kit Disk-Shaped Compact Tension Test Accessories: The accessories shall conform to specifications set forth in ASTM D7313. The following are the required accessories: Disk Shaped Compact Tension Jig: To accurately test asphalt materials in the MTS machine Epsilon Model 3541 bolt-on knife edges � 1 pair Epsilon Model 3541 Clip-On Extensometer (+0.25""/-0.05"") w/ In-Line Conditioner D7369: To accurately determine the fracture mechanics parameters of the asphalt specimens. Selleys 5 Min Araldite 24mL Creep Compliance and Strength of HMA Determination Using IDT Test Accessories: The accessories shall conform to specifications set forth in AASHTO T322/TP9. The following are the required accessories: Heavy Duty Indirect Tensile Jig Base and Plate Assembly for100mm & 150mm diameter specimens: To accurately assemble the specimens for the test. IDT LVDT Testing Kit: The kit should conform to specifications set forth in AASHTO T322/ASTM D7369 for 25.4 / 38.1 / 50.8 mm Gauge Lengths. The kit should include� 1x Bi-Axis On-Specimen LVDT Mounting Kit of IDT Jig,� 4x Loose core LVDT (+/-0.125mm) w/ In-Line Conditioner AMPT IDT Short Target� AMPT IDT Long Target AASHTO T322/TP9 100mm target mounting jig for 25mm & 50mm gauge length AMPT IDT 150mm Target Mounting Jig for 38mm & 75mm gauge length 100 mm diameter PVC specimen 150mm diameter PVC specimen Selleys 5 Min Araldite 24mL Thermal Stress Restrained Specimen Tensile Strength Test (TSRST) Accessories: The accessories shall conform to specifications set forth in AASHTO TP10. The following are the required accessories: Thermal Stress Restrained Specimen Test kit for MTS: To accurately determine the thermal cracking properties of asphalt mixtures in the MTS machine. The kit should include: 4x Temp Transducers (+/-60�C) w/ In-Line Conditioner (ILC) & Shim� 2x TSRST Rod ends� 1x TSRST Clevis yoke & pin� 4x TSRST LVDT holders � 2x 300mm Invar rod. � A linear variable differential transformer (LVDT) with accuracy of (+/-0.5mm) w/ In-Line Conditioner (ILC): A set of 2 LVDT are required to measure the displacement accurately. TSRST Gluing Jig Assembly: To prepare the specimens prior to testing, TSRST Platen: 1 piece at each side of the specimen (total of 2) is required to be glued prior to testing DEVCON Plastic Steel Putty, 500g Controls Group USA is the only source reasonably available to fulfill the Government�s requirement. Specifically, Controls Group USA is the only known vendor that provides the required asphalt testing fixtures as a complete kit instead of as separate pieces. Additionally, Controls Group USA provides testing fixtures that directly attach and configure with existing CRREL MTS frames without requiring significant customization and calibration to the MTS controller, MTS electronics and mechanical components. These compatibility requirements are vital, and no substitutions would be acceptable. Control Group USA provides the only known testing fixtures kit on the commercial market that fulfills the Government�s requirement in its entirety. Controls Group USA has verified that they are the sole manufacturer and have no authorized distributors in the United States. The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 16 July 2021 to kim.d.roberson@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
