Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future.� This notice does not commit the Government to contract for any supply or service whatsoever. �Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. �Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party�s expense. �Not responding to this notice does not preclude participation in any future RFP/RFQ, if any is issued. �If a solicitation is released, it will be released on NECO via www.beta.sam.gov. �It is the responsibility of the potential offerors/quoters to monitor the site for additional information pertaining to this requirement.� The Sources Sought is broken out into seven sections, as follows: 1. �Description The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office is seeking information from interested 8(a) small business sources capable of providing The OPNAV Integration of Capabilities and Resources Department (N8). The work to be performed under this contract is anticipated to be performed primarily at the Government site with authorized ad hoc telework. �The contract will have a 12-month period of performance beginning 28 September 2021.� Please note:� At the time of submission in response to this sources sought, interested parties shall have an accounting system that has been reviewed and deemed adequate by DCAA to manage cost-type contracts that will permit timely development of all necessary cost data in the form required by a cost-type contract.� The current requirement is being satisfied by ARServices, Limited. under Firm, Fixed Price (FFP) type contract N00189-14-C-Z073. �The contract contained a base period of performance of twelve (12) months and one (1) 12-month option period thereafter. 2. �Requirements Information is only being requested from 8(a) small business sources with DCAA-approved accounting systems at this time.� Firms who do not meet both of these requirements will be excluded from review and consideration.� The intention is to identify and make award to an 8(a) firm on a single source basis, pending offer and acceptance from the Small Business Administration.� It is anticipated that this requirement, if solicited, will be under NAICS code 541611 (Administrative Management and General Management Consulting Services). The size standard is $16.5M. The FSC is R499 (Support-Professional: Other). �Please see the attached draft Performance Work Statement which details the types of tasks that the contractor will be required to perform under this contract. The contractor will directly support OPNAV N80�s annual Program Objective Memorandum (POM) cycle to ensure the proper resources are programmed for the Future Year�s Defense Plan (FYDP) for the Navy and Marine Corps team.� 3. �Requested Information Responses from interested parties shall include the following information: A:� The cover page shall include:� company name, DUNS number, cage code, business size and classification, address, and Point of contact with phone number & e-mail address. B:� Capabilities Statement demonstrating the requisite skills, resources and capabilities necessary to perform the requirements listed above. �Interested parties must demonstrate prior corporate experience (within the past 5 years) providing similar programming and POM support to that detailed in the attached draft PWS. �The corporate experience should include the applicable contract number, total number of FTE, contract period of performance, a brief description of the services provided AND the relevancy of the services to the proposed requirement. �A customer point of contact with corresponding telephone number and e-mail address should also be included. �Standard brochures and/or paraphrasing of this notice WILL NOT be considered sufficient to demonstrate the capabilities of an interested party. C:� Official documentation from DCAA demonstrating the interested party�s accounting system was reviewed and deemed adequate IAW the above requirements. 4.� It is requested that interested parties respond to this posting via email to Mathew.lawfer@navy.mil no later than 1:00 PM Philadelphia, PA time on Friday, 23 July 2021. Responses are not to exceed three (3) typewritten pages with a minimum 12 font size.� The cover page and DCAA documentation does not count towards the page limit. 5. �Industry Discussions NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office representatives may or may not choose to meet with potential offerors/quoters. �Such discussions would only be intended to get further clarification of potential capability to meet the requirements. 7. �Questions Questions regarding this announcement shall be submitted via email to Mathew Lawfer at Mathew.lawfer@navy.mil. �Verbal questions are not preferred. 7. �Summary THIS IS A SOURCES SOUGHT NOTICE ONLY to identify potential sources capable of providing performance based services to The OPNAV Integration of Capabilities and Resources Department (N8).� The information provided in the notice is subject to change and is not binding on the Government. �The Navy has not made a commitment to procure any of the items discussed, and release of this notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. �All submissions become Government property and will not be returned.
