This is a Market Survey is issued in accordance with Federal Aviation Administration (FAA)�Acquisition Management System (AMS) Section 3.2.1.2.1 to attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the Multi Aircraft Initial & Recurrent Pilot Training Contract Solicitation Requirements for the FAA Flight Program Operations Aircrew Training Group, AJF-1600. The responses to this Market Survey will be used for informational purposes only. This is not a Screening Information Request (SIR) or request for proposal of any kind.� The FAA is not seeking or accepting unsolicited proposals.� The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey.� Therefore any cost associated with the Market Survey submission is solely at the interested vendors� expense. Interested firms must be registered in the System for Award Management at (www.SAM.gov) to eventually receive consideration at the time of the SIR and for any award. The Government seeks to award a single Firm-Fixed-Priced contract for initial and recurrent Pilot Trng on the multiple below mentioned aircraft.� At this time the final nature of the competition has not been determined.� The FAA may decide to do a full and open competition or set aside for small businesses, service-disabled veteran-owned small businesses or other eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.� The expected contract is contemplated to be an Indefinite Delivery-Requirements type contract for five (5) performance years with a one-year (or two-year) basic wherein the remaining years would be options.� There is also a contemplation for a six (6) months option to extend. Relevant North American Industry Classification System (NAICS) code for this effort is 611512; Flight Training with a size standard of $30M.� Background: The FAA Aircrew Training Group has a requirement for pilot training that spans multiple aircraft types within the FAA's Flight Program Operations fleet of aircraft. The contractor shall provide�Level D (or higher) flight simulator training for Beechcraft Super King Air 300 with Pro Line 21 avionics, Beechcraft Super King Air 350/360 with FUSION, Beechcraft King Air C90 with Pro Line 21 avionics, Bombardier Learjet 60, and Bombardier Challenger 601-3R1, Bombardier Challenger 605/650, Bombardier Challenger CL-604XT (FUSION), Bombardier Global 5000 Express and Cessna Citation Sovereign+ CE-680/CE680A aircraft types. The training program must deliver aircraft-specific Initial and Recurrent pilot training in accordance with the FAA-approved 14 CFR 135�operating requirements.�� Vendors shall address the following 3 components within their submittal: 1. Company Information: Please provide your; - DUNS number, small business status (e.g., woman-owned, veteran-owned, etc.)� - CAGE Code - Point of contact, to include: name, title, telephone number, business address, and email address - Proof of SAM registration - Size and type of services provided on previous contracts - Number of years in business - Capability Statement for additional information about your company not addressed in Section 2 below 2. Requirements: The contractor will provide commercial off the shelf (COTS) initial, recurrent, differences ground school and simulator training, testing, and check-ride for the FAA Flight Program Operations pilots in multiple aircraft types and hours identified in this survey�s attachment(s). �Contractors must possess an applicable training program approved under Federal Aviation Regulation (FAR) Part 61, 135, and 142 for the aircraft identified herein in accordance with the attached Performance Work Statement (PWS). An Over and Above (O&A) Contract Line Item (CLIN) may be included for the following and will be processed in accordance with the O&A contract terms and conditions: Supplementary training (e.g., Ground School, Simulator time, Check Ride (SIC) and Check Ride Only. O&A may additionally be use as Simulator Wet Lease to acquire FAA simulator time at the contractor�s facility. Interested Vendors will complete the attached rough order of magnitude (ROM) template in an effort to aid the FAA with the formation of an acquisition strategy and scope. The information attained is strictly for the purpose of industry survey and will not be treated as a proposal of costs from the vendors. Addditionally, the FAA requires the following be clearly addressed to include an answer to the inquiry and a brief discussion that is not limited to how, what, when, or why. Page count (not including cover) for this information is limited to 15 pages (8�x11 one-sided), 12 font (Times New Roman), with a minimum of 1-inch page margins) About your organization: A.� Does your organization currently hold FAA approved training program(s) for the aircraft types listed in the attached Draft PWS? � �A.1.� When required per a SIR, the approved program must include a course syllabus, including proposed additions/changes, in sufficient detail to determine compliance with the minimum hourly requirements of the effort. A preliminary estimate of hourly requirements is listed within the attached ROM Template. B.� Does your organization currently have a drug and alcohol testing program � �B.1.� A requirement for this effort exists in accordance with statute C.� Does your organization offer an option for Simulator Wet Lease D.� What is the current facility capacity/capability for students within your organization E.� Ability to meet regulatory requirements relating to: � �E.1.� Workspace Safety � �E.2.� Environmental Impact � �E.3.��Quality Assurance � �E.4.� Programmatic and personnel changes � �E.5.� Classroom/Training Facility Security F.� Capability Statement � This document should identify: � �F.1.� Type of training provided by your firm for each aircraft � �F.2.� Size and type of training provided by previous contracts (provide detailed information and past performance) � �F.3.� Number of years in business G.� Geographic area where training will be provided H.� Expected approach � Respondents must provide their strategy for accomplishing this work. 3. Submission Time: All responses to this Market Survey should be received by 2:00p.m. Central Standard Time, Monday, July 26, 2021 electronically to the Contracting Specialist using the following email address: helaina.k.germosen@faa.gov.
