- The purpose of this pre-solicitation notice is to inform vendors that the Library of Congress has an Operations and Maintenance Support requirement and intends to solicit and issue a sole source award to NIC Federal, LLC to provide oprations and maintenance support for the electronic filing management system website currently in use by the Copyright Royalty Board.��The Library's�sole source justification of this requirement to NIC Federal, LLC is attached to�this posting for review. Please note that this is not a solicitation nor will the Library accept unsolicited proposals.
