- The VISN 10 Network Contracting Office (NCO) 10, Louis Stokes Cleveland Veterans Affairs Medical Center, Cleveland, Ohio intends to negotiate a sole source contract with L1 Enterprises Inc. the only authorized Distributor of the required Karl Storz Video Integration equipment. This is for the acquisition of video integration equipment, software, accessories, and related installation/set-up in support of Operating Rooms at the Louis Stokes Cleveland Veterans Affairs Medical Center 10701 East Boulevard, Cleveland, Ohio 44106-1702. The North American Industry Classification System Code (NAICS) is 334510. The Government believes that L1 Enterprises Inc. is the only SDVOSB contractor that can satisfy the current requirement of the agency. Therefore, the Government intends to proceed with a sole source for the required equipment. This procurement is for of; IMAGE1S-4U-KT 4K CAMERA UNIT 4 EA TM340 32"" 4K MONITOR 10 EA TL400 RUBINA LED LIGHT SOURCE 4 EA TL005 TURRET FOR LIGHT SOURCE 4 EA UI500-KT1 ENDOFLATOR 50L 4 EA WU300 SCB CONTROL MODULE 4 EA WU1333 PRINTER 4 EA P-TH121-TRADE 4K RUBINA CAMERA HEAD 105 EA 495NCSC LIGHT CABLE 105 EA SERVICE-TH121 1 YEAR SERVICE CAMERA HEADS 105 EA WUISK04 OR1 NEO IP - ROOM 5,6,7 3 EA WUISK03 OR1 360 SERVICE - ROOM 5,6,7 3 EA WUISK04 OR1 NEO IP - ROOM 8 1 EA WUISK03 OR1 360 SERVICE - ROOM 8 1 EA The items are expected to be delivered within 90 days ARO. utilizing FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). L1 Enterprises is the only SDVOSB capable of providing the same supplies and services currently utilized. COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 up to $5,000,000. 819.7007 Sole source awards to a verified service-disabled veteran-owned small business To the best of our knowledge, L1 Enterprises is the only source that can provide the required equipment. KARL STORZ Integrated OR user interface is identical to the user interface currently installed in the VA Cleveland. Control of existing KARL STORZ Endoscopy equipment and SPIES Platform including image capture, light source, thermaflator and camera settings from the Camera Head is essential. The Single server for management of still photos and video imagery captured during surgery and the ability to stream encrypted surgical footage to nodes as well as authorized users at desktop workstations is also essential for continuity of care. Mobile equipment connectivity using Karl Storz 4n1 connection plates assures identical method for equipment connection. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within five (5) business days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer via email at christopher.callihan@va.gov. Responses received will be evaluated however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, on or before COB July 19, 2021, the VA will proceed with the sole source award to L1 Enterprises for the Louis Stokes Cleveland VA Medical Center. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
