- This is a notice of contract action (NOCA). This is not a solicitation for quotes. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the VA s intent of contact action and possibly gain knowledge of other potentially qualified sources and their size classifications. Notice of contract action: WPB VA Contracting intends to issue a sole source, firm fixed price contract under FAR part 12, Acquisition of Commercial Items, to Bell Medical INC. for the purchase of Stimpod Nerve Stimulator kits with locking IV pole mounts and accelerometer straps used for the monitoring neuromuscular blockade in the operating room. One-unit w/out accelerometer straps at $1,827.00 each, accelerometer straps at $70.50 each. Estimated total cost $36,822.00. Vendors who believe they can meet the requirements should submit a capability statement, providing clear and convincing evidence supporting the assertion, and should address (and be comparable to) the following: Information available to the CS indicates that This product includes a tri-axial accelerometer, a unique feature, providing real time feedback of the strength of contraction of the affected limb. The Triaxial Accelerometer is a pertinent piece for this requirement as it is used to monitor neuromuscular blocking agents in patients during general anesthesia. Neuromuscular monitoring involves stimulating a neural pathway which facilitates the contraction of an appendage (external body part). The triaxial accelerometer is attached to the appendage in order to measure the relative strength of contraction resulting from the applied electrical stimulus, making it possible to draw conclusions about the efficacy of an injected neuromuscular blocking agent. All information shall be in writing, sent via email, and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than 12:00pm EST, July 15, 2021.
