- Department of Veterans Affairs Veterans Health Administration Regional Procurement Office West, Network Contracting Office 21 (NCO 21). July 12, 2021 SPECIAL NOTICE OF INTENT TO SOLE SOURCE [BRAND NAME] Bertec Balance Advantage Computerized Dynamic Posturography (CDP) RFI NUMBER 36C26121Q0643_1. This acquisition is in support of the Department of Veterans Affairs, Sacramento VA Medical Center Mather and Martinez for the Physical Medicine and Rehabilitation (PMR) departments in Mather and Martinez, CA . The VA Northern California Health Care System is in need of two Bertec Balance Advantage Computerized Dynamic Posturography (CDP) Immersive Virtual Reality (IVR), CDP/IVR units and its installation for the Physical Medicine and Rehabilitation (PMR) departments in Mather and Martinez, CA. These items can only be procured from Bertec Corporation authorized distributors. The Network Contracting Office 21 intends to issue a BRAND NAME solicitation to the authorized distributors of the Original Equipment Manufacturer (OEM) of the Bertec Balance Advantage Computerized Dynamic Posturography (CDP). This procurement is being conducted in accordance with FAR 13.106-1(b) (2) soliciting competition; soliciting from a single source (including brand name), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The NAICS code for this procurement is 334519 - and the Small Business Administration Size Standard is 500 employees. BUY AMERICAN ACT NOTE: The brand name items identified in this notice are domestic end products for public use in the United States as defined in FAR Part 25. If vendors believe they have the technical capability to meet this need through another brand, submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. See attached Statement of Work (SOW). Vendors who are not registered in System for Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going to https://www.sam.gov. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
