- The VA Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for RTLS Asset Tracking Operation and Maintenance Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219. Statement of Need: The VA New York Harbor Healthcare System (Brooklyn campus: 800 Poly Place, Brooklyn, NY 11209; Manhattan campus: 423 E 23rd Street, New York, NY 10010) has a requirement for operation and maintenance (O&M) and customer support of Real-Time Location System Asset Tracking. Contractor Qualifications: The Contractor must provide proof of partnership with Infor (formerly known as Intelligent InSites) and CenTrak. The Contractor shall use and have expertise or certification as necessary in the following software and technologies: Microsoft SharePoint 2010, 2013 or later SharePoint versions, and related technologies; XML, XSL, XSLT; SQL Server 2012 and 2016; Reporting tools including SQL Server Reporting Services (SSRS); SQL Server Analysis Services (SSAS); SQL Server Integration Services (SSIS); Splunk; Nagios Monitoring; Intelligent InSite; CenTrak; Oracle databases; Java JDK/SE; Rabbit MQ; VA Technical Reference Model (TRM); VMWare; Windows System Administration 2012 and 2016; Red Hat Linux system administration. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following identifying information: 1) Interested Party information: Organization name DUNS number Vendor address POC Name, phone, and email Web site address Socioeconomic status of the organization (i.e. WOSB, VOSB)*; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. * Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) must be independently verified at https://www.vip.vetbiz.gov. Federal Supply Schedule: If your firm provides any of these services on the GSA Federal Supply Schedule, please provide applicable contract number and identify which services are applicable to that FSS contract. VA National Contracts: If your firm has a VA national contract with the Technology Acquisition Center (TAC) for this type of service, please provide applicable contract number and identify which services are applicable to that contract. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.
