Description
I. INTRODUCTION/PURPOSE The U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), is issuing this Sources Sought Notice - Request for Information for information on behalf of the Mine Safety & Health Administration (MSHA) to improve its understanding of the market and identify qualified vendors capable of providing deep cleaning services for a large facility cafeteria.� The NAICS code for this requirement is 561720 � Janitorial Services with a small business size standard of $19.5 million. II. BACKGROUND The U.S. Department of Labor's Mine Safety and Health Administration works to prevent death, illness, and injury from mining and promote safe and healthful workplaces for U.S. miners. MSHA administers the provisions of the Federal Mine Safety and Health Act of 1977 to enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents, to reduce the frequency and severity of nonfatal accidents, to minimize health hazards, and to promote improved safety and health conditions in the nation's mines. MSHA carries out the mandates of the Mine Act at all mining and mineral processing operations in the United States, regardless of size, number of employees, commodity mined, or method of extraction. III. OBJECTIVE The purpose of this sources sought notice is to locate vendors who have an interest in and can provide deep cleaning services of the cafeteria at the National Mine Health and Safety Academy (NMHSA), a division of the U.S. Department of Labor�s Mine Safety & Health Administration, located at 1301 Airport Road, Beaver, West Virginia. The facility is located adjacent to the Raleigh County (West Virginia) Memorial Airport and is one-half mile off of Interstate 64. The contractor shall provide all supplies and labor. Total square footage is as follows: floors, 5,476; ceilings 5,476; and walls, 8,384. The deep cleaning will include the serving area, dish cleaning area and kitchen/cooking area.� This is a one-time service. The Government anticipates award of�a firm fixed price contract. IV. SERVICE DESCRIPTION 1.� Kitchen/Serving and Cooking area- All areas shall be cleaned and disinfected, including countertops, tables, microwaves, door handles, phones, light switches, water fountains, sinks, light covers on both sides, ceiling vents, exterior and interior coolers/freezers, all mechanical equipment such as dishwashing machines, interior and exterior of all appliances, ventilation hoods for stoves and ovens, and all vertical walls and ceilings. Grease shall be removed from any surfaces containing a build-up of grease. Buffet area, drink station, dessert station and salad bar area shall be cleaned and disinfected. All mobile equipment will need to be moved away from walls and cleaned and disinfected behind. 2. Floors - All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure they have a uniform, glossy appearance and freedom from dirt, debris, grease build-up, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. Baseboards, corners, and wall/floor edges shall also be clean.� All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc.� Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items.� All moved items shall be returned to their original and proper position. 3. Ice Machines- Clean and disinfect all ice machine surfaces, including but not limited to ice dispenser, drain, as well as exterior surfaces. Shall be free of deposit stains, streaks, mineral build-up, debris, spots, smudges, scale, and other mineral build-ups. All metal surfaces have a uniformly bright finish. Identification of any Best-In-Class vehicle such as GSA through which the service is available, along with a copy of the price list with those services highlighted; and g. Capability statement identifying the vendor�s ability to provide the required cleaning services 2.
