- This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement.�� The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms.� Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions.�� � The Mobile District Corps of Engineers has a need for a construction contract to �design and construct� a 12-inch potable water distribution line (approximately 60,000 linear feet) in Ocean Springs, Mississippi. �The distribution line will be constructed in four sections: (1) Highway 90 to Hanshaw Road, (2) Hanshaw Road South (from Highway 90 to Old Spanish Trail), (3) Old Spanish Trail East to Fountainbleau Road South to Point Aux Chenes, and (4) Point Aux Chenes to Peabody Road South to Jean Lane. The Jackson County Utility Authority (JCUA) provides water and wastewater services to both wholesale and retail customers in Jackson County where Ocean Springs is located. ��Under its Gulf Region Water and Wastewater Plan, several projects have been completed to establish potable water infrastructure in many areas of the county, to support both the existing population and future growth due to population changes.� This project seeks to expand the JCUA�s existing water supply infrastructure. The Jackson County Utility Authority has provided a conceptual design which will be made available �for information only�.� The contractor shall be responsible for locating/verifying all utilities and making any necessary design considerations prior to design completion and construction.� It is desired to leave utilities in place to the extent possible, with only minor realignments anticipated, if any. The sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 237110 with a Small Business Size Standard of $39.5 Million.� The magnitude of construction project is between $1,000,000.00 and $5,000,000.00.� The proposed contract duration is 17 months. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offeror's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, 8(a), HUBZone, Women Owned, and Service Disabled Veteran Owned shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity). 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project. 5. Past performance/experience on projects of similar scope, describing no more than three (3) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the bidder's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR MAIL.
