THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT� INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov (Attn:� Ryan Phillips) for receipt by close of business (2 p.m. local Denver time) on July 26, 2021:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program.� In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration).� This information must be provided in order to determine eligibility � DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm�s capability to bond for a single project of $10 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the TX FTNP LAMR10(3) ALFL106(1), LAMR & ALFL Rehab of Roads & Parking project in which you performed (as the prime contractor) work similar in scope and value.� DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. PROJECT NUMBER:� TX FTNP LAMR10(3) ALFL106(1) PROJECT NAME: �LAMR & ALFL REHAB OF ROADS & PARKING PROJECT DESCRIPTION:� The TX FTNP LAMR10(3) ALFL106(1), LAMR & ALFL Rehab of Roads & Parking project is located at Lake Meredith National Recreation Area and adjacent (connected road) Alibates Flint Quarries National Monument in northern Texas. The purpose of the project is to rehabilitate 6 sections of road, reconstruct and pave 1 road, and rehabilitate 3 parking lots. The existing pavement is at the end of its design life and is in need of rehabilitation to improve the safety/access of the recreational areas, enhancing user�s recreational experience and preserve natural resources. This project has been broken up into a base Schedule with 9 Options: Schedule A � Sanford Yake Road, Option R � Fritch Fortress Road, Option S � Blue West Road, Option T � Harbor Bay Road, Option U � Bates Canyon Road, Option V � Alibates Road (reconstruction), Option W � Alibates Auto Tour Road, Option X � Sanford Yake Parking, Option Y � Harbor Bay Parking A, and Option Z � Harbor Bay Parking B. SCOPE OF THE WORK:� This project is approximately 8 total miles of roadway rehabilitation (approx. 7.75 miles of roadway and 3 parking lots) and reconstruction (approx. 0.25 miles). There are no grade, cross slope, or superelevation corrections for this project. Other items of work include guardrail replacement, minor drainage improvements, and signing and striping. There are no right of way or utility impacts anticipated for this project. PRINCIPAL WORK ITEMS: 30402-5300 Full Depth Reclamation, Method 2, 6-Inch Depth: 140,000 SQYD 40101-5600 Asphalt Concrete Pavement, 32,000 TON ANTICIPATED SCHEDULE: Advertisement: September 2021 Contract Award: October 2021 Notice to Proceed: November 2021 Construction Complete: May 2022 ENGINEER�S ESTIMATE: Schedule A and All Options: $5 to $10 million MISCELLANEOUS: A NPS Archeologist is required to be on site for any earthwork operations occurring on the unpaved Alibates Auto Tour Road. Prior to any work on the Alibates Auto Tour Road, provide proper notice such that a NPS Cultural Archeologist can be on sight to inspect Contractor�s operations.� Complete all earthwork operations on the Alibates Auto Tour Road by means of embankment only.� No excavation with motorized equipment will be allowed.� All relief ditches on this route and any minor excavation required to achieve the lines and grades of the roadway redtop elevation will be cleaned using hand tools only.� Maintain a strict adherence to construction limits and boundaries. Limit construction activities to daylight operations for all locations closer than � mile from a visitor campsite. If working on an area that is closed, limit night activities to the same � mile restriction of visitor campsites.
