Description
This is a Sources Sought as part of the market research process. This notice is not to be construed as a commitment by the Government. This notice is for planning and information purposes only. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various business concerns that might be interested to compete. The Government must ensure there is adequate competition among the potential pool of responsive contractors. If a solicitation is released, it will be synopsized on the Beta.Sam�website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The 772nd�Enterprise Sourcing Squadron�at JBSA-Kelly, Texas is seeking to identify potential small business sources and qualified contractors to participate in potential �on-ramping� to the existing roof repair, replacement, and maintenance (R3M) program. The primary purpose of the enterprise-wide roofing program is to acquire (R3M) construction and services for United States Air Force (USAF) installations within the Contiguous United States (CONUS) and Alaska. All work will be conducted in accordance with the attached Statement of Work (Attachment 1) and Bases by Region Map (Attachment 2). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System (NAICS) for this requirement is 238160, with the corresponding size standard of $16.5M. INFORMATION AND INSTRUCTIONS: 772 ESS is requesting all interested and qualified small business firms respond to this sources sought notice with the following information. Large businesses will not be considered. Small business firms are categorized as the following: Small Business (SB), Small Disadvantaged Business (SDB), 8(A)-Certified Small Disadvantaged Business (8a), Hubzone Small Business (HUBZone), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB)) based upon North American Industry Classification System (NAICS) code 238160. Any information provided to the government as a result of this sources sought notice is voluntary and the Government will not pay for any information submitted. Respondents must include the following information within their statement of capability packages: a. Company Information: your Company's name, address, a point of contact with e-mail address and telephone number, Federal Cage Code, Data Universal Numbering System (DUNS), and business size. Your company must be registered in System for Award Management (SAM). To register, go to https://www.sam.gov. b. A Statement of Capabilities demonstrating the skills, experience, knowledge, and capabilities necessary to perform the work specified within the summary of requirements outlined above. Please limit your relevant past performance to the past three years and include the Contract Number(s) or Customer/Company Name. c. Bonding capacity per contract and aggregate. d. Capability packages shall be one electronic copy. Capability package files should be in MS Office format (Word, Excel or PowerPoint) or Adobe pdf format, and should not exceed 5 MB on one email. All packages should contain UNCLASSIFIED material only. e. Indicate in your package which regions your company is interested in regarding the potential for on-ramping (see attached map). *Note � Contractors are not able to receive a contract in more than 2 regions. This applies for existing R3M contractors as well. f. Capability packages MUST BE RECEIVED no later than 5:00 PM (MST) on July 23,�2021 Oral communications ARE NOT acceptable in response to this notice. Only one (1) proposal shall be submitted, per company, in response to this requirement. All CAPABILITY PACKAGES RECEIVED AFTER THE DATE AND TIME SPECIFIED WILL NOT BE EVALUATED. g. Capability package responses shall be sent via email to AFICC.R3M.RoofingProgram@us.af.mil This sources sought should not be construed as a commitment by the Government for any purpose. Any information submitted by respondents to this sources sought is strictly voluntary and will be used solely for the purpose of market research.
