- Description
- The Energy Security Division (ESD) has a critical, core mission requirements to respond to the national security concerns of senior US government policymakers on issues related to global energy security topics, including the global transition away from fossil fuels. To support robust analysis for policymakers, including the Secretary of Energy, on these issues, ESD requires market-oriented, global data related to current and forecasted pricing for clean energy, as well as data on the degree to which countries are adopting clean energy technologies.� The purpose of this memorandum is to request action to purchase data subscription products and advisory services from Energy Intelligence Group for in-depth coverage of energy security-related issues. The award will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract that includes one 12-month base period and one 12-month option period, structured to provide for one core product and optional line items each annual performance term. The Energy Security Division (ESD) would like to pursue tailored research projects with our existing vendor, Energy Intelligence Group (EIG), via IDIQ, due to their specific expertise related to the global energy industry. Under the existing contract, ESD has access to EIG publications as well as EIG analysts via short, periodic consultancy calls, but we do not have the ability to request in-depth research on a particular topic of interest, which the addition of tailored research projects would provide. ESD does not currently have specific research projects in mind, but would like the flexibility to request projects from EIG based on potential future questions from senior policymakers in DOE, including the Secretary of Energy. This flexible approach would allow ESD to draw on EIG�s expertise as needed, for timely delivery of research. The deliverable for each research project would be a written report. EIG would also provide any underlying data and tables used to support their written analysis. EIG has indicated that each research project would take about four to six weeks to prepare; specific delivery dates would be identified during project scoping discussions between ESD and EIG. The general scope of each report would be customized and agreed to in advance by ESD and EIG.� ESD requirements related to the tailored research projects are below: Flexibility to decide whether or not to pursue research projects with EIG, and to be able to do so at any point in the year, because we do not know what our specific needs will be and we do not want to commit to projects at the beginning of the option year that we may not need later; Allow for purchase of a single research project or multiple projects, depending on future needs; In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one�responsible source and no other supplies and service will satisfy agency requirements.� THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSAL� Interested parties may submit a capability statement by July 23, 2021 at 1:00 PM EST via email to�ernest.bailey@hq.doe.gov�and�katharine.lindner@hq.doe.gov.� Please include �Specialized, online Research Tools and Reports� in the subject line of the email if submitting a capability statement.� The written response must include a detail discussion demonstrating experience providing the service.� A determination by the Government to compete this proposed �contract based upon� responses to the notice is solely with the discretion of the discretion of the �Government.� Information received will normally be considered sole for the purpose of �determining whether to conduct a competitive procurement.
