- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, National Marine Fisheries Services (NMFS), Northeast Fisheries Science Center (NEFSC), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Cam-Dex Corporation out of Kansas City, KS, to complete an overhaul of the electronic security system, network IP video system and provide annual maintenance and repairs. Service will be provided in two locations Woods Hole and East Falmouth, MA.� ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Cam-Dex is the sole �Dealer of Record� on NOAA NEFSC access control and video systems. Cam-Dex is the certified maintenance provider for Software House C-Cure 9000 Access Control system. Cam-Dex personnel are the only ones trained and qualified by the manufacturers to provide the enhanced integration options available through the unified C-Cure 9000 / VideoEdge Pro �single pane of glass� solution. And Cam-Dex has the current SSA maintenance contract for the NOAA NEFSC Tech Park facility which is included in our regional access control and video platform designs. NOAA NEFSC requires the Software House C-Cure 9000 Access Control System and Victor VideoEdge Pro Video Management System because, in addition to working with our existing infrastructure, they are designed to implement a unified security solution for access control and video security management through a �single pane of glass� interface and can be synchronized to oversee each of our included facilities without additional system requirements. The unified security platform allows our administration personnel proper oversight of our remote locations, while the enhanced system improves the security and safety of our employees, guests, and facilities. Failure to implement this requirement will significantly delay implementation while decreasing the available information and access of our administration personnel. This specific system includes all the benefits required with the added incentive of reusing much of the existing hardware already in place and being a system that our personnel are familiar with, decreasing their learning curve for the new system. �Installation to be completed within 120 days after receipt of award and the maintenance/support will be from 12/01/2021-11/30/2022 with 4 option years. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
