Description

This posting serves as the pointer to the cross-posting on the Classified ARC dated 13 July 2021, which contains all the data elements, as applicable, from FAR 5.207(a) and a detailed description of the effort (see below for instructions for accessing the Classified ARC).� This posting serves multiple purposes: 1) the synopsis for the solicitation and award of the National Geospatial-Intelligence Agency�s requirement for the Global Service Proxy II (GSPII) Bridge contract in accordance with FAR 2.01(b)(1)(i), since the Independent Government Cost Estimate (IGCE) for this contract action exceeds the $25,000.00 threshold in FAR 5.101(a)(1); 2) the pre-solicitation notice IAW FAR 5.203(a), which has been posted at least 15 days before issuance of the GSPII Bridge solicitation (Request for Proposal/RFP); and 3) the notice to industry of NGA�s intent to sole source the GSPII Bridge contract to Raytheon Company (1200 South Jupiter Road, Garland, TX 75042, CAGE Code: 97871). �The anticipated Product or Service Code is DA01.� The primary place of contract performance is anticipated to be Raytheon Company�s TS/SCI SCIF at Richardson, TX and Sterling, VA, as well as some limited support at NGA-NCE (Springfield, VA) and NGA-NCW (Arnold, MO). Per FAR 5.207(c)(15), the GSPII Bridge RFP and resultant contract are planned to be noncompetitive; the intended sole source is Raytheon Company, a large business.� The authority to conduct this action on a sole-source basis is FAR 6.302-1(a)(2)(iii)(B): the GSPII bridge contract must be issued on a sole-source basis in the case of a follow-on, DoD contract for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency�s requirements. The Government intends to establish a reasonable small business goal for the GSPII Bridge contract with Raytheon Company and will encourage them to submit a notice to the GPE for subcontracting opportunities for capable and responsible small business teammates IAW FAR 5.206(a). A detailed description of the requirements for the GSPII Bridge contract can be found on the posting on the Classified ARC.� A TS/SCI clearance�is required in order to view�it. If you do not already have an�ARC account, please visit the unclassified ARC for registration at�https://acq.westfields.net�and click on the ""Register"" link at the top right of the page to create your accounts. �Be sure to include your classified email address as you will not be able to access your classified account without it. Once you have finished the registration process on the unclassified system and validated your account by clicking the link you were sent via unclassified email, you need to wait two (2) business days for your classified ARC account to be created. Once you have waited two (2) business days, visit the classified ARC at�https://acq.nro.ic.gov/�from a TS network such as NMIS, NSAnet, NGANet, CWE, AWAN, CWAN, JWICS, etc. using�the same unclassified�email and password you used on the unclassified system. This will bring you to a page where you can click a button to send yourself a verification email to the classified email account you listed when creating your unclassified account. If you do not have access to a TS network but possess a TS/SCI clearance, you can arrange a visit to the ARC reading room by calling 703-230-6100 or 703-230-6300. Per FAR 5.207(c)(16)(ii), since NGA is using the sole source authority at FAR 6.302-1, all responsible sources may submit a capability statement via unclassified email to the Contracting Officer (Mrs. Taylor Dunn, Taylor.C.Dunn@nga.mil and Mr. Grant Njoku, Grant.I.Njoku@nga.mil) within 15 calendar days of the posting of this synopsis, which shall be considered by the agency.� An assessment of any responses received will be conducted and then addressed in the GSPII Bridge contract Justification and Approval (J&A), which will be posted after contract award. The GSPII Bridge contract RFP will not be made available on the GPE per FAR 5.102(a)(5)(i) since disclosure of the requirements documents would compromise national security (e.g., would result in disclosure of classified information, or information subject to export controls) or create other security risks. Per FAR 5.207(c)(17) since the GSPII Bridge RFP will not be made available through the GPE, an interested party can submit a request for the RFP only by emailing Taylor.C.Dunn@coe.ic.gov from a TS/SCI network.
