- Description
- Sole Source Intent: The United States Army, Mission Installation Contracting Command (MICC) Yuma Proving Ground, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Matlick Enterprises, Inc. doing business as United Fire Equipment Company located at 335 N 4th Ave, Tucson, AZ 85705-8442. Pursuant to the Federal Acquisition Regulation (FAR) 13.106-1 (b)(1)(i), The Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This requirement is for the annual maintenance and repair of a quantity of 92 Self-Contained Breathing Apparatus (SCBA) masks. The SCBA masks are used to provide clean air to emergency personnel. The original Equipment Manufacturer of the Government-owned SCBA is Mine Safety Appliances (MSA). MSA authorized distributors for fire services are regionally located and are not permitted to conduct business outside of their region. Matlick Enterprises, Inc. is the only authorized distributor for the Yuma County location. This repair must be conducted by a MSA certified repair technician to ensure the SCBA�s are properly functioning as required by DoD, Army, and NFPA regulations. Therefore, Matlick Enterprises, Inc. dba United Fire Equipment Company (small business) is the only source capable of providing the maintenance for the MSA SCBA masks. This requirement will be procured using the acquisition procedures in Federal Acquisition Regulation (FAR) part 13 Simplified Acquisition Procedures and in accordance with FAR Part 12 Acquisition of Commercial Items. The North American Classification System (NAICS) code is 811310 - with a size standard of $8 million. The resultant contract will contain an overall period of performance for five years with a base period of one year and four one-year option periods. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. If you feel your firm possesses the ability to meet these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements no later than 1:00 PM MST 27 July 2021 to facsimile (928) 328-6534.
