- This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to The Vendor shall provide preventative maintenance and repair for Philips medical imaging equipment and systems to include radiology, CT and MR systems. The G.V. (Sonny) Montgomery VA Medical center plans to award a five month (5) contract to Philips Healthcare of America. The proposed period of performance is August 1, 2021 through December 31, 2021. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 07/15/2021 at 10AM CST, to Jennifer.adams7@va.gov . When responding to this announcement, respondents should refer to Contract Opportunities 36C25620Q1413. Notice of Intent in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment and uninstallation/installation services. Responding as an interested party under the www.beta.sam.gov website doesn t constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with the System for Award Management (SAM) at https://sam.gov in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after 10AM, July 15, 2021, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Philips North America, LLC. The Government anticipates the award of a firm-fixed price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition. STATEMENT OF WORK (SOW) 1. Contracting Officer s Representative (COR). TBD 2. Contract Title. Service contract for Philips imaging equipment including: radiology, CT, and MR systems. 3. Background. G.V. (Sonny) Montgomery VA Medical Center is requesting the maintenance and repair service for Philips medical imaging equipment and systems to include: radiology, CT, and MR systems. The period of performance for this service contract shall be August 1, 2021through December 31, 2021. This is a three-month emergency service contract against national contract number VA797H-17-D-0022 from Philips Healthcare. 4. Scope. The equipment to be serviced/repaired/maintained under this agreement is listed in the table below. All of the equipment listed is owned by the G.V. (Sonny) Montgomery VA Medical Center. Please refer to the FY21 Equipment Breakdown spreadsheet for exact coverage descriptions for each item. Hours of Coverage: A. Normal hours of coverage are Monday through Friday 8am to 5pm. Service will be performed during normal hours of coverage unless requested or approved by COR. B. Federal Holidays observed by the VAMC are: New Years' Day Labor Day Martin Luther King Day Columbus Day Presidents' Day Veterans' Day Memorial Day Thanksgiving Day Independence Day Christmas Day Identification, Parking, Smoking, and Security: Contractor personnel shall always wear visible identification while on the premises of the G.V. (Sonny) Montgomery VAMC. It is the responsibility of Contractor personnel to park in the appropriate designated parking areas. Information on parking is available from the VA Police Service. The G.V. (Sonny) Montgomery VAMC will not invalidate or make reimbursement for parking violations of Contractor s personnel under any conditions. Smoking is prohibited on campus and inside any buildings at the G.V. (Sonny) Montgomery VAMC. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. Place of Performance. Service and maintenance work will be completed on site at the G.V. (Sonny) Montgomery VA Medical Center. Period of Performance. Vendor will provide service for the period August 1, 2021 through December 31, 2021.
