Description
THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. The US Air Force Research Laboratory (AFRL) intends to issue a sole source contract to Air Force Institute dba Mitchell Institute for Aerospace Studies for performance on FA8650-21-C-4122 to provide support to perform program evaluation services for the Transformational Capabilities Office (TCO) to include an externally developed data-based assessment of TCO activities, the WARTECH process, and stakeholder engagement strategies, as well as identifying areas for restructuring or improvement. This contract will evaluate and assess the effectiveness of processes and engagements in order to provide assessments, feedback, and recommendations from multiple vantages including senior military leadership, Congressional and policy officials, and operational communities. Due to the TCO's minimal manning and timeline for the start of the next WARTECH cycle in August 2021, and due to the limited reach of Government connections to key Subject Matter Experts (SMEs), the Government would not be able to provide, without significant delays to the established schedule, an adequate deep-dive meeting regarding foundational components influencing the WARTECH decision mechanics for a vendor that does not already have pre-established relationships with the SMEs and extensive familiarity with the foundation of the WARTECH process. The Air Force Association (AFA) and thereby the Mitchell Institute for Aerospace Studes is a volunteer-led, professional military and aerospace education association that is composed of the exact key SMEs�that this effort intends to reach, which are listed in the Statement of Work. This contract will be awarded based on the Justification and Approval under FAR 6.302-1 (10 USC 2304(c)(1)), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Justification and Approval for proceeding with this acquisition under Other Than Full and Open Competition will be posted within 15 days of any contract award. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
