National Instruments Description. See Below Set-aside Status. N/A The US Coast Guard, C5I Service Center, intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to National Instruments, 11500 N Mopac Expwy, Austin, TX 78759. �This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. National Instruments is the only source capable of providing the required software, hardware, installation, and training that is required.��National Instruments� is the OEM for CG owned PXI equipment. Schematics, diagnostic procedures, imbedded firmware and the software required to access imbedded firmware for diagnoses is extremely complex, encrypted and proprietary to which the CG does not have right or access to. Description of Supplies and Services: The U.S. Coast Guard C5ISC ESD ERF has a requirement for continued coverage for U.S. Coast Guard owned PXI based Automated Testing Equipment (ATE) manufactured by National Instruments Inc. The PXI based ATE by N.I. Inc. is used in support of centralized depot testing and fault finding analysis on a wide array of U.S. Coast Guard owned electronic circuit cards used in Navigation, Communications and Propulsion Control systems. 2 Each LabVIEW Standard Service Program for 1 year, Part #940006-01 2 Each TestStand Base Deployment Engine Licenses, Part #777774-35 All responsible sources may submit a response and will be considered by the agency if received by 1:00 p.m. ET on 23 JULY 2021. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to Amanda.L.Justice@uscg.mil with solicitation number referenced in the subject line.
