- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific Islands, NOAA Ship Oscar Sette requires hull cleaning prior to entering Papahanaumokuakea Marine National Monument (PMNM).� (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2190-21-01559 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. (iv) This requisition is set aside for small business. The NAICS code for this acquisition is 561990, Dive Services on a Fee or Contractual Basis; the small business size standard is $12m or less in annual revenues. (v) Line items are as follows: CLIN 1: Full hull cleaning of vessel hull as outlined in the Statement of Work, onsite at Joint Base Pearl Harbor-Hickam in Honolulu, Hawaii. (vi) Description of requirements for the items to be acquired: Dive services covering hull cleaning and removal of biofouling of vessel hull, to include vertical and flat bottom hull structure, rudders and rudder posts, bow thruster tunnel, propellers and shafts, sea chest intakes and grates, and transducer pod. See Statement of Work for additional detail. Please demonstrate capacity to capacity to meet this requirement with your quote. Update: Please see recently received Q & A below.� Q & A for 21-01559 � Hull Cleaning for NOAAS Oscar Sette - Q.: When was the last cleaning?� A.: A few months before the COVID19 Pandemic, so almost two years ago. �Q.: Has the vessel been active or dormant in the harbor? A.: The ship has been underway for almost five months, so they�re not expecting super heavy build-up, but they do know they have some hard bio-fouling. Q.: What is the type of hull paint? A.: The hull was last coated with PPG Amercoat 450H or the Intertuf equivalent.
