- 7/13/2021� UPDATE to Size Standard alt.a from $16.5 to $41.5. No other changes. ***************************************************************************************************************************************************** This synopsis is to express the Government�s intent to provide non-personal services required to support Life-Cycle Contractor Support (LCCS) for the U.S. Army�s Artillery and Chemical Training (ACT) program.� This includes providing all services necessary to maintain the Training Aids, Devices, Simulators and Simulations (TADSS), and the Material Support Package (MSP) in a fully operational condition in support of the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Lead TADSS Support Operation (PL TSO). It is the Government's intent to award a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost No Fee Contract Line Item Numbers (CLINs) and an ordering ceiling of $14M. Rationale proving that no other contract type is suitable in accordance with FAR 16.202-2 and FAR 16.301-2 have been provided. The first Task Order will be for a two-month phase-in period and followed with 12 months of full performance. Additional Task orders are anticipated to be executed on an annual basis with 12-month periods of performance. The Government will be contracting by Negotiation in accordance with Federal Acquisition Regulation (FAR) Part 15, as supplemented with the additional information included in this notice. This source selection will be conducted on a Lowest Price Technically Acceptable (LPTA) basis as has done successfully in the previous procurements.� This procurement will be a 100% Small Business Set- Aside procurement; the North American Industry Classification System (NAICS) code 541330, Professional, Scientific, and Technical Services/Engineering Service, size standard in millions of dollars is $41,500,000. Product Service Code (PSC) is J069, Maintenance, Repair, and Overhaul Training Devices. The Government intends to issue a draft Request for Proposal (RFP) to solicit feedback from industry prior to issuing a final RFP. You can expect to see a draft and final RFP 4th Qtr. Fiscal Year (FY) 21. The Government does not anticipate holding a pre-proposal conference at this time. In an effort to maintain transparency and improve communications with industry, the Government has included the draft Performance Work Statement (PWS) and CLINs (Sec B) as part of this synopsis.
