Description

Code 85, at Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). NUWCDIVNPT, Code 85 is responsible for the development and maintainability of undersea defense systems. This requirement is for the development of a Partial Array 2.0 design concept. The array concept shall include the wideband version of the STAT element design referred to as the STATX. The Partial Array 2.0 shall include receiver elements.�NUWCDIVNPT intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to Falmouth Scientific Inc. (FSI) (CAGE Code 0MAN5) under the authority of FAR 6.302. FSI is a small business under the relevant NAICS Code 541330. FSI is a transducer manufacturer and has been licensed to fabricate the Stepped Tonpilz Acoustic Transducer (STAT) by Image Acoustics Inc. FSI has previously fabricated the STAT for the Office of Naval Research (ONR). FSI has developed fabrication processes and specialized tooling to fabricate the STAT. A STAT partial array has been fabricated by FSI and tested at NUWCDIVNPT Acoustic Test Facility (ATF) for the Technology Refresh program. The Period of Performance will be from date of award through September 30th, 2021. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841). This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures.This requirement is an other than full and open competition, sole source procurement as concurred with by the�NUWCDIVNPT�Office of�Small Business Programs (OSBP). The NAICS Code is 541330; the size standard is $38.5M. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of�determining whether to conduct a competitive procurement in the future. Offerors for other products must contain complete product information and prices (to include labor categories and hours proposed, and any material or other direct costs). The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.� Responses to the attached RFQ N66604-21-Q-0367�must be received by 2:00PM EST on 18 JUL�2022.
