The solicitation is anticipated to be released on or about 23 July 2021. ********************************************************************************************************************************************** 25 June 2021 This Pre-Solicitation Notice has been amended as today.� The Soliciation is anticipated to be released on or about 9 July 2021. *********************************************************************************************************************************************** This notice is posted in accordance with FAR 5.2 and 36.213-2. This RESTRICTED ACQUISITION is set aside for 100% Small Business. Offeror must be Small Business certified prior to the closing date of the solicitation. The NAICS code is 236220 and the Size Standard is $39.5M. In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. The Government intends to award approximately twelve competitive Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Construction Contracts (MACC), for design-build and construction acquisition projects for all military facilities at Joint Base San Antonio (JBSA), Texas to include de-centralized Task Orders for requirements at Laughlin AFB and Goodfellow AFB. Future requirements and Task Orders (TO) will be competed among the IDIQ awardees and will be issued under the general contract to include a broad range of work including new construction, design-build for new construction, renovation, alteration, repair, and associated design and architecture/engineering work at JBSA.� The projects will include tasks in a variety of trades including, but not limited to carpentry, asbestos abatement/removal, demolition, mechanical, electrical, plumbing, concrete masonry, welding, and paving. The primary location of work will be on Joint Base San Antonio (JBSA), Texas; however, awardees will also have opportunities to fulfill requirements at Laughlin AFB and Goodfellow AFB. The 502D Contracting Squadron, Joint Base San Antonio, Texas intends to award a contract with a 10 Year Ordering Period of Performance. The estimated magnitude of the program ceiling is more than $500.0 M NOTES: 1. The solicitation with the official specifications and drawings will be available on the World Wide Web on or about 9 June 2021, at https://beta.sam.gov/. The tentative date for receipt of proposals is 09 July 2021. The period of performance for the IDIQ is a 10 Year Ordering Period; period of performance will vary for each task order. 2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site https://beta.sam.gov/. 3. There is no fee for this solicitation. 4. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. There will not be a public opening. Sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number, and the date and time proposals are due. 6.�Prime Contractors shall be capable of securing bonding for the total proposed amount of aggregate amounts of at least $20.0M. To be considered, the contractor must have a letter from an approved surety on surety letterhead that states the contractor has a relationship with the company and required bonding capacity has been obtained or will be obtained upon award of a MACC contract. To meet evaluation requirements, Prime contractors may include up to three (3) Teaming Partners as long as there is an existing Teaming Agreement or signed Partnership Agreement. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 8. The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program
