- South Cow Mountain OHV Management Area # 140L1221R0012 The Bureau of Land Management (BLM) intends to issue a Solicitation for a firm fixed-price contract for the Ukiah Office, to repair and replace damaged bridge components on three OHV trail bridges: Panther Creek Bridge, Benmore Bridge, and Spruce Canyon Bridge at South Cow Mountain. This procurement is set aside for total small business, and will be issued as a Request For Proposal (RFP) using FAR Part 15 Contracting by Negation procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237310 and the related small business size standard is $39.5M. The estimated cost of this project is between $250, 000.00 to $500,00.00. Work is located within South Cow Mountain OHV Management Area in Lake County, California. South Cow Mountain OHV Management Area, Lake County, California is located 9.8 miles southeast of Ukiah, California and 4.8 miles west of Lakeport, California. PRINCIPAL COMPONENTS OF WORK: The contractor shall furnish and install the following: The objectives of this Contract are to: � Remove and replace damaged and weakened structural components of Panther Creek Bridge, Benmore Bridge, and Spruce Canyon Bridge. � Improve structural integrity of Panther Creek Bridge, Benmore Bridge, and Spruce Canyon Bridge. � Improve public access on off-highway vehicle trails crossing waterways. General Requirements 1) Timber and Timber Treatments The contractor shall submit to the COR, for approval, a list of all proposed timber and timber treatments. Base requirements for timber and timber treatments, where applicable, are provided below. The submittal list will not be approved for installation until the COR can verify that basic requirements have been met. All preservative treatment shall be in accordance with the current American Wood Protection Association (APWA) specifications using the treatment materials listed below. Treatment shall comply with the requirements of the current edition of Western Wood Preservers Institute (WWPI) �Best Management Practices for the use of Treated Wood in Aquatic Environments�. Bridge decking � AWPA use category system (U1) for use category 3B above ground � exposed (UC3B) � Pentachlorophenol in light oil (Type C Solvent) � Copper Napthenate (CuN) in light oil (Type C Solvent) Sills, backing planks, cribs, timber walls (wingwalls and backwalls) � AWPA use category system (U1) for use category 4B ground contact � heavy duty (UC4B) � Pentachlorophenol in light oil (Type C Solvent) � Copper Napthenate (CuN) in light oil (Type C Solvent) A copper napthenate (2% solution) shall be furnished for field treatment. All abrasions and field cuts, approved by the COR, shall be carefully trimmed and given three brush coats of the field treatment solution. Where approved field drilling of bolt or nail holes is required, the holes shall be filled with preservative prior to inserting fasteners. 2) Mechanical Fasteners The contractor shall use steel mechanical fasteners for securing timber to existing structural components which have been hot-dip galvanized. All installed hardware shall meet the requirements of AASHTO M270, Grade 36, with nuts and bolts conforming to ASTM A307, Grade A. Weathering steels and hardware shall meet the requirements of AASTHO M270, Grade 50W, with bolts and nuts conforming to ASTM A325, Type 3. The use of malleable iron washers against wood shall be required. 3) Drainage Swale Rock The contractor shall furnish and install rock associated with roadway drainage features (swales) located in approaches to Benmore and Spruce Canyon bridges. A typical drawing is provided in the technical exhibits which demonstrates a typical installation of a drainage swale to be completed in association with this contract. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than the date specified in the response section. This notification, which shall not exceed five typewritten pages, must include the following: (1) Positive statement of intent to bid as a prime contractor, (2) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor, and (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. An Request For Proposal (RFP) solicitation package will be available electronically at https://beta.sam.gov/ and will be posted for 30 days. Potential offerors are responsible for monitoring https://sam.gov/ for the release of the solicitation package, any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. Award will be based on best value to the Government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
