- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract that consists of Maintenance dredging.� Under this contract, Contractor will conduct pre- and post-placement condition surveys for each section. The contractor will be required to request surveys two working days prior to completing or beginning a dredging section. Contract work consists of maintenance dredging of approximately 100,000 cubic yards of sediment within the Delaware River, Philadelphia to Trenton main navigation channel between Frankford Range (Station 18+500) and Beverly Range (Station 62+000).� Work includes mechanical dredging with placement of the dredged material into the Money Island Disposal Area in Falls Township, PA.� Dredging will be required to a depth of 41� MLLW (Datum) plus 1� allowable overdepth.� The contractor will also be required to construct various, miscellaneous dike and sluice improvements within the Disposal Area.�Solicitation Number W912BU21B0007�will be issued on or about�02�August 2021 with a bid opening date occurring at least 30 days after the Solicitation.�The period of performance is�90 calendar days.� All dredging must be completed by 15 March 2022 due to environmental restrictions.� Estimated cost�of this�project is $5,000,000 to $10,000,000. The following environmental window restriction is applicable for this contract: all dredging between Allegheny Avenue and Burlington Island must be conducted between 1 June and 15 March. Coordination between the specification writer and Environmental Resources Branch in Planning Division will be required to ensure the most recent, appropriate monitoring requirements and reporting forms (as required by the latest NMFS biological opinion) are incorporated into the specifications. b. Dredging under this advertisement will be restricted to mechanical or bucket dredging due to the steep side slopes immediately outside the federal channel, the limited capacity within Palmyra Cove or Money Island, and proximity to the Tacony-Palmyra Bridge. 8. Liquidated Damages.� The awarded contract will contain Liquidated Damages at a rate to be specified in the Solicitation. 9. The period of performance will be 90 days. The place of performance is Delaware River, Philadelphia to Sea and�Christina River, Wilmington Harbor. 10. This is not a request for proposals at this time, Solicitation No. W912BU21B0007 will be issued on or about�02 August 2021 as an Unrestricted Invitation for Bids.�Bid opening will be conducted on�02�September�2021�at 11:00 a.m. Bonding will be required; at the time of bid opening, by separate Bid Bonds; Performance and Payment Bonds will be required prior to issuance of Notice to Proceed. The award will be made as a whole to one bidder in accordance to FAR Part 14 Procedures. Solicitation documents, plans and specifications will only be available via the Sam.gov website (Sam.gov) homepage located at https://www.Sam.gov. Registration for plans and specifications should be made via Sam.gov Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor�s responsibility to monitor FBO for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans� Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans� Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
