- GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg 804, Maxwell AFB, AL has a requirement to purchase items as described in this document. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is issued as a Request for Quote (RFQ) (Reference-Number F2XTB91095AW01) The solicitation document and incorporated provisions and clauses are those in effect in the Federal Acquisition Circular (FAC) 2020-07, Defense Publication Notice (DPN) 20200605 and Air Force Acquisition Circular (AFAC) 2020-0420. A Firm Fixed Priced Award will be made in accordance with the following: NAICS Code: 334220; size standard: 1,250 employees The Defense Priorities and Allocations System rating is C9E. IMPORTANT NOTES: 1. THE GOVERNMENT IS SOLICITING FOR �OPEN MARKET� QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED. 2. ALL PRODUCTS MUST BE NEW; NO REFURBISHED OR USED ITEMS WILL BE ACCEPTED. 3. THIS REQUIREMENT IS BEING SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE. NATURE OF ACQUISITION: The Maxwell (AFB) Command Post has a requirement to purchase the below listed items outlined in CLIN 0001 � CLIN 0003. This procurement will be awarded under Simplified Acquisition Procedures. All inquiries/responses to this notice must be received by 20 July 2021, 8:00 a.m. CST. SCHEDULE OF SUPPLIES/SERVICES: This acquisition is for the purchase of the following items: CLIN 0001: CM-300 (VS) Series Software Qty: 1 EA CLIN 0002: OMNI-Directional 50W (1) VHF and (1) UHF Antenna. Remote Control Unit, (2) Handheld Microphones, Helix Cable, (2) CM-300 Software Series Qty: 1 EA CLIN 0003: Shipping and Delivery Qty: 1 EA DELIVERY INFORMATION Delivery Address: 240 S. Mitchell St. Bldg. 929 Maxwell AFB, AL 36112 Shipping will be FOB Destination QUOTATION PREPARATION INSTRUCTIONS To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. a. The offeror must submit dated quote with unit prices and extended prices in response to this solicitation. In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, �Schedule of Supplies/Services�, and terms and conditions, the offeror accedes to all solicitation requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. b. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision. DELIVERY: The offeror shall provide a PMP that establishes a timeline from issuance of the contract to the location identified in this solicitation. The exact format and content of the PMP is at the offeror�s discretion, but it shall be expressed in terms of �days after contract� and include, at a minimum, a timeline for: Description Days After Contract Product Ordering Product Delivery Total # Days Until Contract Completion c. Interested parties capable of providing the requirement must include discount terms, tax identification number, cage code, and DUNS. d. All responses shall be received NLT 8:00 A.M. CST on 20 July 2021. Email is the preferred method. IMPORTANT NOTE: Multiple Offerors nor Multiple Awards will be considered. A single award will be made in the resultant contract. BASIS FOR AWARD This will be a competitive best value acquisition utilizing FAR 13.5, Simplified Procedures for Certain Commercial Items. Award will be based on technical acceptability and price. This requirement will be awarded to the lowest priced offeror meeting technical acceptability. 1. Technical acceptability: The offeror will be determined technically acceptable if they meet the following: a. Offeror must provide the service that meets the minimum specifications described in ""Schedule of Supplies/Services"" CLINs 0001-0003 and the Statement of Requirements. Quotes will be assigned ratings of acceptable (clearly meets the minimum requirement) or unacceptable (does not clearly meet the minimum requirements). 2. Price: The Government shall order each offeror�s quote by price from lowest priced to highest priced. Award will be made to the lowest priced, technically acceptable offeror. The Government may use any of the following price analysis techniques IAW FAR 13.106-3(a) to determine price reasonableness: competitive quotes, comparison of the proposed price with prices found reasonable on previous purchases, a comparison with similar items in a related industry, comparison to an independent Government estimate, or any other reasonable basis. The Government intends to award a contract without discussions. The Government, however, reserves the right to conduct discussions if deemed in its best interest. STATEMENT OF REQUIREMENTS FOR UHF/VHF Statement of Requirements (SOR) PURPOSE. The Maxwell Command Post (CP) requires a software defined Ground-to-Air Ultra High Frequency (UHF) and Very High Frequency (VHF) Radio (to include antennas, mounting hardware and peripherals). CP UHF/VHF Radio must be software defined, Voice over Internet Protocol (VoIP) capable and provide clear, reliable network-ready ground-to-air communications with a performance envelope of 20 nautical miles (NM). 1.0 DESCRIPTION OF ITEMS. The UHF/VHF Radio must be a software defined, single integrated package providing the Maxwell CP with conventional, Voice over Internet Protocol (VoIP), Ultra High Frequency (UHF) and Very High Frequency (VHF) capabilities to range of 20 nautical miles (NM). The UHF/VHF Radio (to include antennas, mounting hardware and peripherals) must meet the following minimum capabilities: 1.1 One (1) Software Defined UHF Receiver Assembly that meets the following minimum capabilities: 1.1.1 Frequency Range of 225 � 399.975 MHz. 1.1.2 25 kHz Channel Spacing. 1.1.3 Ethernet Data Interface. 1.1.4 Must conform with the following Industry Standards: ICAO SARPS, ETSI EN 302 617: UHF AM, EUROCAE ED-137A: VoIP and FAA-E-3014: UHF AM. 1.1.5 Embedded By-Passable Co-Site Filter. 1.1.6 External 10 MHz Reference Input. 1.1.7 Must fit in a standard 19 inch rack. 1.1.8 Must be passively cooled. 1.2 One (1) Software Defined VHF Receiver Assembly that meets the following minimum capabilities: 1.2.1 Frequency Range of 112 � 150 MHz. 1.2.2 25 kHz and 8.33 kHz Channel Spacing. 1.2.3 Must conform with the following Industry Standards: ICAO SARPS, ETSI EN 300 676: VHF AM, EUROCAE ED-137A: VoIP and FAA-E-3014: VHF AM. 1.2.4 Embedded By-Passable Co-Site Filter. 1.2.5 Must fit in a standard 19 inch rack. 1.2.6 Must be passively cooled. 1.3 One (1) Software Defined UHF Transmitter Assembly that meets the following minimum capabilities: 1.3.1 Capable of transmitting at 12 � 35 Watts with co-site filter, 12 � 50 Watts without filter. 1.3.2 Frequency Range of 225 � 399.975 MHz. 1.3.3 25 kHz Channel Spacing. 1.3.4 Must conform with the following Industry Standards: ICAO SARPS, ETSI EN 302 617: UHF AM, EUROCAE ED-137A: VoIP and FAA-E-3014: UHF AM. 1.3.5 Embedded By-Passable Co-Site Filter. 1.3.6 Must fit in a standard 19 inch rack. 1.3.7 Must be passively cooled. 1.4 One (1) Software Defined VHF Transmitter Assembly that meets the following minimum capabilities: 1.4.1 Capable of transmitting at 12 � 35 Watts with co-site filter, 12 � 50 Watts without filter. 1.4.2 Frequency Range of 112 � 150 MHz. 1.4.3 25 kHz and 8.33 kHz Channel Spacing. 1.4.4 Must conform with the following Industry Standards: ICAO SARPS, ETSI EN 300 676: VHF AM, EUROCAE ED-137A: VoIP and FAA-E-3014: VHF AM. 1.4.5 Embedded By-Passable Co-Site Filter. 1.4.6 Must fit in a standard 19 inch rack. 1.4.7 Must be passively cooled. 1.5 Antennas and Cable that meet the following minimum capabilities: 1.5.1 One (1) Omni-Directional 50W Antenna for use with supplied VHF Receiver Assembly. 1.5.2 One (1) Omni-Directional 50W Antenna for use with supplied UHF Receiver Assembly. 1.5.3 Six Hundred (600) feet of 7/8� Heliax Cable to include jumpers and end connectors. 1.6 One (1) Remote Control Unit (RCU) that meets the following minimum capabilities: 1.6.1 Must enable operators to control two (2) Transceiver (Transmit and Receive) Systems. 1.6.2 Must provide capability to remotely transmit and receive analog audio. 1.6.3 Must provide capability to control operational frequency and monitor status of a Transceiver via a TCP/IP connection. 1.6.4 Must be console or 19 inch rack-mountable. 1.6.5 Must include microphone and headset interfaces. 1.6.6 Must include a touch screen display for user interface 1.6.7 Must include one (1) 8-port Ethernet switch for use with Transceivers. 1.7 One (1) Voice Over IP Adapter (VOAD) that meets the following minimum capabilities: 1.7.1 Must convert analog voice signals to and from digital signals as defined by the ED-137 standard. 1.7.2 Must be 19 inch rack mountable. 1.8 Two (2) Microphones that meet the following minimum capabilities: 1.8.1 Must be hand-held. 1.8.2 Must be compatible with supplied UHF and VHF Transmitter Assemblies. 1.9 19 Inch Rack Mount and Mounting Hardware that meet the following minimum capabilities: 1.9.1 One (1) 4-Post Open Freeman Rack compatible with supplied Transceiver Assemblies. 1.9.2 Two (2) 21 Inch long, non-slotted mounting rail and rail hardware kits. 1.9.3 Two (2) 21 Inch Long, slotted mounting rail and rail hardware kits. 1.9.4 One (1) Receiver Breakout Cable for allowing input/output signals for test purposes. 1.9.5 One (1) Transmitter Breakout Cable for allowing input/output signals for test purposes. 2.0 DELIVERY REQUIREMENTS: 2.1 Base/Site Access 2.1.1 All commercial vehicles are required to enter Maxwell AFB through the Kelley St. Gate, just off I-65 and Maxwell Blvd. This includes construction, food, supply, FedEX, and UPS deliveries, as well as contractors entering with company trucks. Contractors entering in their privately owned vehicles with an approved pass will be allowed entry at any gate. Hours of operation for the Kelly St. Gate are 0600-1800 Monday through Friday, Saturday 0600-1200. In order to obtain a pass, contractors will have to submit information required for an Entry Authority Letter (EAL) to include, but may not be limited to: Full name, date of birth, and driver's license number and state of issue. A background check of each contract employee will be conducted utilizing the National Crime Information Center (NCIC) system. Badges will only be issued to those contractors who pass this background check. 2.1.2 Delivery/Installation will be at 1 primary location on Maxwell AFB, AL. 36112: Bldg. 929 (Maxwell Command Post). 3.0 INSTALLATION REQUIREMENTS: 3.1 Hours of Work 3.1.1 Work on this project shall be accomplished during the following times, except legal holidays. Monday: 0800-1600 Tuesday: 0800-1600 Wednesday: 0800-1600 Thursday: 0800-1600 Friday: 0800-1600. Any work desired to be accomplished during other than the posted hours will require prior approval of the Contracting Officer and Site POC (Mr. Michael Freeman, 334-953-7474, michael.freeman.6@us.af.mil). The Contractor must submit a written request to the Contracting Officer no later than the preceding Wednesday of the current work week. 3.1.2 Contractor work requiring shutting down facility power will need to be coordinated with impacted work site POCs and Contracting Officer in advance of requested power outage. Although not anticipated with this project, in cases where power outage requests may affect critical functions affecting the facility�s primary mission systems, power outage requests are required 2 days in advance due to critical operations within the building areas. It should be noted that the Contractor's performance may be interrupted from time to time because of high priority mission schedules or no-notice events. For each calendar day and/or portion of a calendar day that the contractor is removed/denied access from the job site, the contractor shall provide an updated work schedule which will be adjusted by the amount of calendar days the contractor was removed or denied access from the job site. 3.1.3 Federal Holidays: No work is authorized on Federal Holidays. The following Federal holidays are normally observed by Government personnel: New Year�s Day, Martin Luther King�s Birthday, President�s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran�s Day, Thanksgiving Day, Christmas Day, and any other day designated by Federal Statute, Executive Order, and/or Presidential Proclamation. 4.0 TRAINING REQUIREMENTS 4.1 Training Documentation 4.1.1 Contractor shall provide all training documentation (manuals, CDs, DVDs, etc.). 5.0 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased being purchased at no additional cost to the Government. Warranty shall include, as a minimum, technical support, troubleshooting assistance, and replacement of faulty equipment or reinstallation of software. 5.1 Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment and software. 5.2 Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment and software. 6.0 HARDWARE/SOFTWARE COMPLIANCE: The Contractor shall provide a software defined Ground-to-Air Ultra High Frequency (UHF) and Very High Frequency (VHF) radio (to include antennas, mounting hardware and peripherals) with a performance envelope of 20 nautical miles (NM). 7.0 GENERAL INFORMATION: Items must be brand new. Refurbished items are not authorized. The UHF and VHF Radio supplied must consist of an overall integrated communications package consisting of a number of different communications subsystems. The Contractor must also be capable of providing (as required) the following services: Project Management, Software Engineering, Hardware Engineering, System Testing, System Installation and Commissioning, System Training and Through-life Support.
