Description
The U.S. Marshals Service (USMS) Eastern District of Michigan requires the services of a contractor that has the capability to provide thirty-five (35) push-to-talk tactical headset systems and deliver to 231 W. Lafayette Blvd., Room 300, Detroit, MI 48226. In accordance with FAR 12.603(c)(2), the following is provided:� (i) This is a combined synopsis/solicitation for commercial item/services prepared in accordance with the format in Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is 15M10221QA4700027 and is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, effective March 10, 2021. (iv) This procurement is a 100% small business set-aside. The associated North American Industry Classification System (NAICS) code is 334290 and the small business size standard is 750 Employees. (v) Offerors shall provide their quote on company letterhead. (vi) The contractor shall supply all personnel, labor, material and equipment to support this requirement. Additional information pertaining to this requirement are in the attachments to this notice. (vii) The requested delivery date is by September 30, 2021 to USMS E/MI, 231 W. Lafayette Blvd., Room 300, Detroit, MI 48226. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offeror shall submit their quote in two (2) volumes: Volume I � Technical Capability (see paragraph ix for additional information) Volume II � Price� (ix) The provision at FAR 52.212-2, Evaluation � Commercial Items, is applicable to this acquisition. In accordance with FAR 13.106-2(b)(3), the Government will perform an evaluation using a comparative evaluation. The Government will compare quotes to one another to select the contractor that is the most advantageous in terms of technical capability, past performance and price. Technical Capability To receive consideration for award, a rating of Acceptable must first be achieved for the Technical Factor. Any quoted product that is not the exact brand name and model/product number or an equal product that does not meet or exceed ALL of the salient characteristics will be considered technically unacceptable. 1.�� �Descriptive literature will be used to determine if the quoted products are technically acceptable. �Only brand name, or equal, products as listed on the SF-1449 Schedule of Supplies/Services CLINS are acceptable and will be evaluated in accordance with FAR 52.211-6 Brand Name or Equal. �Only new equipment is acceptable; no remanufactured or ""gray market"" items. Quotes that merely restate the requirement or state that the requirement shall be met, without providing supporting rationale, will not be sufficient. 2.�� �The quote must demonstrate the vendor�s ability to meet the salient characteristics listed on the SF-1449 Schedule of Supplies/Services CLINS. �For each product, the offeror must include a description reflecting the salient characteristics and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The quoter must clearly identify the item by brand name (if any) and make/model number. The quoter must include descriptive literature, such as illustrations, drawings, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements. Distributors must be authorized distributors. Past Performance In investigating an offeror�s past performance under this contract, the Government will evaluate the quality of the offeror�s past performance by utilizing assessments from the Contractor Performance Assessment Reporting System (CPARS), and any Federally managed exclusion list. Only assessments within the past five (5) years will be reviewed and utilized in this evaluation. The assessment of the offeror�s past performance will be used as a means of evaluating the relative capability of the offeror. In the case of an offeror without a record of past performance or for whom no information on past performance is available, the offeror may not be evaluated favorably or unfavorably on past performance and will receive a rating of �Neutral.� Neutral is associated with an unknown performance risk that will be taken into consideration during the evaluation phase. Price Each price quote will be evaluated on the basis of price reasonableness. �This evaluation may include but is not limited to a comparison of the quoted price with the prices quoted by other offerors, the Government�s estimate, consideration of current prices being paid for the same or similar services, current market conditions, as well as other relevant measures. Basis for Award The contract will be awarded to the offeror whose quote contains the combination of evaluated factors (i.e., Technical Capability, Past Performance and Price) that is most advantageous to the Government.� The Government will perform an evaluation using a comparative evaluation. The Government will compare quotes to one another to select the contractor that is the most advantageous in terms of technical capability and price. � All responsible sources that can meet the requirements and provide items as listed above may respond to this solicitation by submitting a price quote and technical quote. �To be eligible for award under this solicitation, the offeror must be listed with active status on the System for Award Management website - www.SAM.Gov. The Government reserves the right to award without discussions. Multiple awards will not result from this solicitation.� (x) Offerors shall be registered at SAM.Gov in order to be eligible for award. (xi) Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) A statement that the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. See FAR 52.212-5 for additional clauses that pertain to this requirement. (xiii) Exceptions. Any exceptions to this Request for Quote will not be accepted by the U.S. Marshals Service. (xiv) Not used. (xv) Quotes are due no later than July 16, 2021 at 5:00pm (CST) and shall be emailed to Contract Specialist Jennifer Brite, Jennifer.brite@usdoj.gov and Contracting Officer Deloyce Barrington, deloyce.barrington@usdoj.gov. (xvi) No telephone calls will be accepted. All questions concerning the solicitation must be submitted in writing. Written inquires will be answered in writing via amendment, however, because of the response time, no such inquiries will be considered if received after 2:00pm (CST) on July 14, 2021. All questions shall be submitted to Jennifer.brite@usdoj.gov.� Answers to questions will be provided to all offerors being solicited. This solicitation is being issued in electronic format only. Hard copies of the solicitation will not be available and telephonic, written, or fax requests will not be accepted.
