- SYNOPSIS: #N68335-21-R-0227 Dual Redundant Unmanned Aerial Vehicle (UAV) Common Automatic Recovery Systems Version 2 (UCARS-V2) Airborne Subsystem Naval Air Warfare Center Aircraft Division - Webster Outlying Field (NAWCAD WOLF) The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Sierra Nevada Corporation (SNC), CAGE: 8X691, under Basic Ordering Agreement (BOA) N68335-19-G-0013 for the Unmanned Aerial Vehicle Common Automatic Recovery System (UCARS) hardware components in support of the NAWCAD Webster Outlying Field Air Traffic Control & Landing Systems (ATC&LS) Division. This order will initially procure twenty six (26) Dual Redundant UAV Common Automatic Recovery System Version 2 (UCARS-V2) Airborne Subsystem components,�part number 00408000-01 and data deliverable Acceptance Test Reports, with an option to procure an additional ten (10) systems twelve (12) months after the initial order. UCARS is a fully-automatic shipboard landing system for the Fire Scout Unmanned Aerial Vehicle (UAV). These components will be installed by PMA-266 in the Fire Scout UAV to provide dual channel landing capabilities. The current UCARS equipment has a single channel communications landing capability, which previously resulted in loss of a Fire Scout UAV. This Dual Redundant UCARS-V2 Airborne Subsystem adds redundant communications paths to minimize loss of Fire Scout UAV�s. SNC, as the Original Equipment Manufacturer of the Dual Redundant UCARS-V2 Airborne Subsystem components, is the only source with the requisite knowledge, technical experience, and production-level data to produce these components. The components being procured are integral to the UCARS systems and are critical to maintaining operational readiness. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
