- SYNOPSIS: #N68335-21-R-0345 NAWCAD Webster Outlying Field Special Communications Mission Solutions (SCMS) Division The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Motorola Solutions, Inc. CAGE: 78205 to procure brand name Enterprise Land Mobile Radio (ELMR) repeater equipment, project management, and installation and engineering services for one Cheatham repeater site system. The delivery schedule for the base period is anticipated to be 270 days. The options for Navy global sustainment contract documentation and enhanced warranty are anticipated to be exercised within one year of the contract award date. Part Numbers and Item Descriptions are detailed in Attachment 001. The new Cheatham repeater site system will connect to the existing Navy Continental United States (CONUS) ELMR system. The ELMR system is a digital trunked Land Mobile Radio (LMR) system, fielded throughout the Navy�s installations to coordinate the deployment and actions of first responders. The CNIC ELMR system is comprised of LMRs, Zone Core network infrastructure, microwave systems, radio frequency sites, repeater sites, and enclosure sites. The Navy ELMR Zone Cores are currently located in San Diego, CA and Norfolk, VA. This expansion will allow access to all features provided by the Navy ELMR architecture end-to-end advanced encryption, standard encryption, Over-The-Air Rekeying, and network monitoring. To maintain interoperability and interchangeability between Navy installations and to provide uniform training and standard operating procedures to their component commands, CNIC has standardized its ELMR network on the Motorola ASTRO 25 Integrated Voice and Data (IV&D) trunked radio system. This radio system includes the Dynamic System Resilience (DSR) technology, which enables remote sites to continue communicating system wide in the event that a site loses visibility to a zone core. The DSR technology is proprietary to Motorola. The Government intends to solicit and negotiate this requirement under the authority of 41 U.S.C. 1901, Simplified acquisition procedures (Certain Commercial Items). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
