- The Department of Housing and Urban Development Office of Inspector General (HUD OIG) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support of a possible future requirement.�� Specifically, HUD OIG anticipates a requirement for Ginnie Mae (GNMA) Expert Financial Support Services to support OIG reviews of� GNMA and any area, program, or function in which GNMA acts in, participates in, or influences, either directly or indirectly, to include secondary and tertiary participants in GNMA programs, with an initial order to conduct an Audibility Survey to serve as a basis for further efforts.� �This requirement is anticipated to establish a single award vehicle for this support, with an estimated base year and two (2) option years with a total ceiling not to exceed $2.5 million, anticipated as an FY21 Action. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541211. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, experience and a list of customers (either public or private sector) your company currently provides these services for. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Background: The Office of the Inspector General at U.S. Department of Housing and Urban Development (HUD OIG) is an independent government entity established to prevent waste, fraud and abuse within HUD and its programs.� A large part of HUD OIG�s financial management oversight role is compliance with the Chief Financial Officers Act of 1990 (CFO Act). HUD OIG conducts an annual financial statements audit of HUD and its component entities, including Government National Mortgage Association (Ginnie Mae) as the principal auditor.� By law, HUD OIG is required to issue its independent auditor�s report by mid-November of each year. While HUD OIG�s Office of Audit (OA) employs contractor(s) to support the audit itself, HUD OIG Office of Legal Counsel (OLC) and OA require additional support and subject matter expertise in order to fully support the GNMA Audit and similar actions. General Description of Work: A draft Performance Work Statement is attached for both the Vehicle and Initial Audibility Order and Initial Training Order.
