- Synopsis: � U.S. Agency for Global Media (USAGM), anticipates the issuance of Request for Proposal (RFP) Solicitation for generator replacement at the Sao Tome Transmitting Station Pinheira � (Sao Tome, Pinheira - Sao Tome, Sao Tome e Principe, Pinheiro) West Africa. This project is a turn-key project for the design, supply, delivery, installation, testing and commissioning of a new generator set, protection relays (for one (1) new and four (4) existing generators), automation controllers (for one (1) new and four (4) existing generators) and new automation control unit at the Sao Tome transmitting station. All design, engineering, construction documents, procurement, shipping, handling and construction shall be provided by the Design Builder, including all structural, electrical and mechanical and work as described in Section 260100 and all other contract documents. Contract Term: The contract term will be a base year and two options from date of award, with an option to extend for four (4) additional one-year periods at the discretion of the Government. NAICS Code The proposed North American Industry Classification Systems (herein after NAICS) Code is 236220, which has a corresponding Size standard of $39.5M SAM.GOV: Registration is mandatory and required Project Scope 1.2 PROJECT INFORMATION A. Project Identification: U.S. Agency for Global Media (USAGM), Sao Tome Generator Replacement 1. Project Location: Project to be located in Sao Tome, Sao Tome and Principe. B. Owner: U.S. Agency for Global Media (USAGM) 1. Owner's Representative: The USAGM will designate a Contracting Officer�s Representative (COR). 1.3 WORK COVERED BY CONTRACT DOCUMENTS The Work of Project is defined by the Contract Documents and consists a turn-key project for the design, supply, delivery, installation, testing and commissioning of a new generator set, protection relays (for one (1) new and four (4) existing generators), automation controllers (for one (1) new and four (4) existing generators) and new automation control unit at the Sao Tome transmitting station. All design, engineering, construction documents, procurement, shipping, handling and construction shall be provided by the Design Builder, including all structural, electrical and mechanical and work as described in Section 260100 and all other contract documents. Bidders shall visit the site prior to submitting bids. The successful Design Builder shall visit the site, as necessary, to ascertain all information required to complete the design and provide all on site installation / construction as required. The Base Year Contract is for the replacement of Generator Unit No. 5 and all protection relays and automation indicated above. Option Year 1 is for the replacement of Generator Unit No. 3. Option Year 2 is for the replacement of Generator Unit No. 1 Both options may be awarded on year-to-year basis subject to funding. A. Project will be constructed under a single prime Design Build contract. B. The major items of work of the project include but are not limited to the following: The Design Builder is responsible to design, engineer furnish, install all items of work for a complete and operational system in accordance with the performance and other requirements indicated in the contract documents. Any item not specifically indicated or mentioned herein or elsewhere in the contract documents but necessary for a complete and operational system shall be provided by the Design Builder. 1. Structural Work: a. Verify Existing Foundation work for new equipment. b. New supports. 2. Electrical Work: a. Generator System b. Cabling and Conduit c. Protection Relays and Controls d. System Testing and commissioning. e. Short circuit study coordination and ARC Flash analysis. f. Note, the scope of the electrical work on energized equipment without disruption to existing ongoing operations at the site. 3. Mechanical Work: a. Cooling Systems b. Fuel System c. Exhaust System d. Ventilation systems 4. The work shall include Design Drawings and Calculations, shop drawings, Product data, coordination drawings, testing, balancing and commissioning of equipment and systems, reports, as-built drawings and other record documents. 5. All Design and Construction Documents Drawings and Calculations provided by the Design Builder reviewed by a Professional Engineer licensed for practice in the United States of America, who shall certify compliance of the design to the requirements of the contract documents. All drawings, calculations and product data shall be submitted to USAGM for review and approval. On site changes to drawings and designs shall not be made without the approval of the COR. Changes shall be documented by ""redline"" additions to drawings and specifications. All changes shall be noted in the Design Builder's construction manager's log. Calculations shall be retained and filed with each engineering change. 6. Before Work begins, the Design Builder shall identify hazardous materials, including, all glycol, fuels, lubricants, oils, coolants, for equipment and construction to be remover. A written survey shall be submitted for review. 7. The Design Builder shall recover, remove, handle and recycle hazardous materials such as fuel oil, transformer fluid, glycol, refrigerants, etc., in compliance with all federal, and local codes, laws and regulations, Design Builder shall be responsible for filing all paperwork required by law. Instructions: Responses to this Sources Sought Synopsis shall be at the unclassified level.�� Participants are required to provide information via electronic transmittal (i.e., email message with appropriate attachments). No other individuals are authorized to represent the Government in regards to this request. The Government will review the submitted responses and may schedule further discussions with responding vendors.� Responders may be potentially contacted individually. This is a Sources Sought for market research purposes only. This notice shall not be construed as a commitment by the Government to issue a follow on effort, nor does it restrict the Government to a particular acquisition approach. This is not a Request for Quotation, a Request for Proposal, an invitation for Bid, or any other commitment by the USAGM to contract for the construction project contained in this Sources Sought. The Government will not reimburse costs incurred while developing a response to this Sources Sought. With regard to industry Sources Sought responses, USAGM Office of Contracts will not release to any firm, agency, or any individual outside the Government any information marked �PROPRIETARY� without written permission from the respondent.
