Description
The USAF Academy 10th Contracting Squadron is requesting information from potential providers of Bio Solids Removal and Cleaning. The North American Industry Classification System (NAICS) code is 562111, Solid Waste Collection Services, and the small business size standard is $41.5 million. This sources sought is issued for the purpose of market research in accordance with FAR Part 10. The U.S. Air Force Academy, Colorado Springs, Colorado has a requirement to remove and environmentally dispose non-hazardous waste products from the wastewater treatment plant, grease traps, cesspools, septic tanks, oil water separators and sand traps. Combined holding tanks of various types number approximately 50, ranging in capacity from 15 to 60,000 gallons per unit. Wet bio solid disposal from the wastewater treatment plant represents the greatest cost element. Twice weekly bio solid collection is customer initiated by service call and averages 10,000 gallons per pick-up. All other type pumping services are on a set schedule and range in frequency from once per month to once per year. A 24-hour on-call feature is included for additional service. Performance period is 5 years, January 2022 � December 2027, in a base plus 4-option fixed-price contract. The contractor provides qualified supervision, transportation, equipment, tools, materials and other items or services as needed. The result of this market research will contribute to determining the method of procurement. This announcement is not be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. At this time, USAFA is not seeking proposals and will not accept unsolicited proposals. The following is a synopsis of the requirement contained in the PWS: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform removal and environmentally disposal of non-hazardous waste products from the wastewater treatment plant, grease traps, cesspools, septic tanks, oil water separators and sand traps at the United States Air Force Academy (USAFA). The Contractor shall perform to the standards in the contract as well as all local, state, and federal regulations, international agreements, Status of Forces Agreements (SOFA) and appropriate Final Governing Standards (FGS) or, in their absence, the Overseas Environmental Baseline Guidance Document (OEBGD).
