The information provided in the RFI is subject to change and is not binding on the Government. USSOCOM has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. This Request for Information (RFI) is for Market Research purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No contract awards will be made from this notice and no solicitation is available at this time. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Special Operations Forces Language Office (SOFLO) and SOF Components have an ongoing requirement for analyzing class and cohort level data and providing actionable recommendations to optimize outcomes and programs. Analyzing class and cohort level data provides actionable recommendations to optimize outcomes of Language, Regional Expertise, and Culture (LREC) programs. The Joint SOF Training Program is largely delivered via the SOF Tele-training System (SOFTS). SOFTS consist of live LREC training delivered over web video-conferencing technology. Learner load is approximately 1,500 data collections annually (approximately 500 classes per calendar year with 3 data collections per class), with an increased load seen in 2020 and 2021 due to the COVID-19 pandemic, and the inability to conduct the same training in-person. It is assumed that online learning will continue throughout the period of performance of this task order. In addition, SOF Components and assigned units conduct initial acquisition and sustainment enhancement training (IAT & SET) at their schoolhouses and language training facilities (LTFs) to provide foreign language capability and requirements which may require Language Training Improvement Reports (LTIRs) support in their efforts. Production of actionable reports is even more critical due to resource constraints being applied to shorten some course durations without lowering graduation standards. Please see the attached RFI document and DRAFT Performance Work Statement for full details and response requirements.
