- THIS REQUEST FOR INFORMATION (RFI) 36C26221Q1032 -IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 561621 (size standard is $22,000,000.00). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. Vendor Requirements: Period of Performance is 90 Days After Receipt of Order, this time frame includes the installation and training. Vendor shall provide the installation and training in accordance with the Statement of Work. Vendor shall quote all items under this requirement. Vendor shall meet ALL the Salient Characteristics for these products. Vendor shall respond questions 1 through 8 of the Request of Information (RFI), see below. STATEMENT OF WORK BACKGROUND The VA San Diego Healthcare System currently needs 35 surveillance cameras and a network video recorder installed in various areas of the Radiology Department. The cameras and network video recorder must be compatible with the facilities existing surveillance system and not interfere with the quality of the medical images being produced in the Radiology Department. SCOPE This requirement is for the configuration, installation and training of 35 Avigilon Internet Protocol (IP ) cameras and a network video recorder into VA San Diego existing Avigilon network video recording system. Configuration includes updating the camera firmware, changing the view of the camera if request by Radiology Service or Police Service, and modifying the cameras network information., The contractor will also re-cable the cameras to identified network switch if needed. The personnel monitoring the cameras will be designated Radiology management and designated Radiology staff. Training onsite is required for the use of the surveillance system. Cameras are in interior areas and the contractor is expected to adapt to San Diego daily climate, weather delays will not be acceptable. All work will be in accordance to manufacturer specification, applicable VA Technical Information Library (TIL) guidelines, and any system configuration necessary for operation. The contractor must have VA OI&T approved documents that are compliant with VA Directive 6550 for the equipment provided. Compliance of the VA Directive 6550 is required when dealing with private information. . All additional equipment, necessary labor, supervision, and material required to complete the project will be the responsibility of the contractor to procure. All existing equipment that has been identified for removal will be returned to the VA San Diego Biomedical Service. The contract will provide As Built drawings of the installation in full size drawings and electronic format in PDF format after award by the VA Point of Contact (POC). SPECIFIC TASKS Contractor shall conduct site preparation to include; set up barriers for any breach of walls and ceiling barriers at any location where dust generation activities may occur due to installation of security cameras or network video recorder. Contractor shall install all cables and system accessories in accordance with the manufacturer s specifications. Contractor shall perform any configurations to the system, if necessary, to ensure the camera and network video recorder functions as intended. The security system shall be installed and tested to ensure all components are fully compatible as a system and can be integrated with all associated security subsystems. Provide a pre-installation and as-build design package in electronic format; drawing submittals shall be per the established project schedule. Contractor shall implement and maintain infection control measures for the duration of the project including site construction barriers, negative pressure measures. Construction barriers shall be in accordance with VASDHS Infection Control Risk Assessment. Contractor is responsible for providing all tools and equipment necessary for installation. Upon completion of work, Contractor shall leave the work site in a clean and orderly condition. The contractor must provide a work plan prior to the installation of the new security cameras and network video recorder to the VA POC. The plan should identify infection prevention control measures and the proposed sequence of work. The contractor shall follow the Technical Information Library https://www.cfm.va.gov/til/ for all work performed. Ceiling Mounts: This enclosure and mount shall be installed in a finished or suspended ceiling. The enclosure and mount shall be fastened to the finished ceiling and shall not depend on the ceiling tile grid for complete support. Suspended ceiling mounts shall be low profile and shall be suitable for replacement ceiling tiles. Wires and cables installed will be carried in an existing enclosed conduit system. All conduits will be sized and installed per the National Electrical Code (NEC). All conduit, pull boxes, and junction boxes shall be clearly marked with colored permanent tape of paint that will allow it to be distinguished from all other conduit and infrastructure. At all locations where there is a wall penetration or core drilling is conducted to allow for conduit to be installed, fire stopping materials shall be applied to that area. DELIVERABLES Shop drawings of the new system (cable runs & equipment locations within the designated areas) prior to the start of installation. The contractor will have a meeting with the VA POC to review the shop drawings and system layout prior to the start of work. The contract must provide a project schedule within 7 calendar days of notice to proceed (NTP). The contract will provide As Built drawings of the installation in full size drawings and electronic format in PDF format at the end of the project. VA San Diego will provide drawings of work area after award. SAFETY Contractors shall comply with all applicable federal, state, and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in federal and state Occupational Safety and Health Act (OSHA) statutes and regulations. In the performance of this contract, the contractor shall take safety precautions as necessary and shall provide all necessary tools, equipment, labels, and Personal Protective Equipment to perform the work safety, effectively, and timely. Work may be conducted in areas identified as containing asbestos materials. Contractor shall therefore comply with the public laws and statutes including all changes and amendments of federal, state, and local environmental statutes and regulations governing asbestos containing materials (ACM). Contractor shall be licensed, qualified, and certified to meet all EPA regulations under National Emission Standards for Hazardous Air pollutants-NESHAPS and all applicable federal, state, and local regulations. TRAINING The vendor shall provide two days of training. One day of training Monday-Friday between 8:00am-4:00pm and One day of training Monday-Friday 3:30pm-Midnight The training location is at the VA San Diego Medical Center and each training will have around 45 staff members on the use of the Surveillance System. The vendor will coordinate the training with the VA Point of Contact (POC). Work will be completed after hours beginning at 5pm and ending before 5am PST. If an emergency occurs and VA San Diego needs access to space of which contractors are working, vendors must exit the area immediately. Warranty Vendor shall provide standard warranty for all products. Vendor shall provide standard warranty for the installation.
