- The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the capability to fulfill this requirement for electromagnetic head tracking system in support of the US Army Aeromedical Research Laboratory (USAARL), Warfighter Performance Group at Fort Detrick in Frederick, MD. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; the Government assumes no financial responsibility for any costs incurred. 1. Background 1.1. The War Fighter Performance Group of USAARL is seeking a fully customizable electromagnetic head tracking system to identify the head position of pilots while flying under heavy workload scenarios.� This requirement is specifically designed for the unique UH-60 Blackhawk simulator environment. �The system cannot interfere with the mobility of the participant, or his/her surroundings.� It must be compact, and collect data through walls, seats and other obstacles.� 2. Scope 2.1. USAMMDA anticipates the award of a Firm-Fixed Price contract to supply the head tracking system. The anticipated award date of the resultant contracts will be no later than 30 August 2021. 2.2. The general scope of this supply requirement is to procure a customizable head tracking system. 2.3. The system will be delivered to Fort Rucker, AL. 3. Capability Statement/Information Sought All qualified contractors (both large and small businesses) interested in this requirement shall submit one comprehensive and fully integrated Capability Statement to cover the requirements identified in the Mission Essential Characteristics (MEC) (Attached to this Request for Information/Sources Sought Notice as Attachment 1). The response shall include the following: 1) Organization name, address, email address, Web site address, telephone number, size and type of ownership for the organization under NAICS code 334511. 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational, staff capability, and production and logistics capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3) A narrative that demonstrates experience, knowledge of, and participation of the tasks described in this Sources Sought Notice and in the MEC found as Attachment 1. 4) A list (with brief descriptions) of at least three (3) contracts over the last five (5) years that demonstrate relevant past experience in similar size, scope, and complexity for all contractors included in the Capability Statement. The experience documentation should identify whether the participant was the prime or subcontractor. The past performance documentation is limited to one page per contract description. 4. Submission Instructions Interested parties who consider themselves qualified to meet the requirements detailed within the attached Statement of Need are invited to submit a response to this Sources Sought Notice by 10:00 A.M. Eastern Time on 20 July 2021. All responses under this Sources Sought Notice must be emailed to Karyn Williams at karyn.m.williams2.civ@mail.mil. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their written submissions. 5. Disclaimer and Important Notice This Sources Sought Notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
