NOR DOES IT CONSTITUTE AS A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THISANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Description: The Naval Air Systems Command (NAVAIR) is issuing this RFI as a means of conducting market research to identify prospective parties as having an interest in and the resources to provide support for the Tomahawk Weapon Systems Program. As prescribed under Defense Federal Acquisition Regulation (DFARS), Procedures, Guidance, and Information (PGI) 206.302-1(d), this RFI will assist NAVAIR in developing an acquisition strategy for any potential future sourcing methods for supplies and services outlined in this document. Potential procurement activities include: integration, testing, and maintenance of software for the Basic Advanced Communications Architecture (ACA) Radio Network Interface (BARNI) terminal. BARNI is a dual-band transceiver and processing equipment suite that serves as a limited functionality substitute for the Ground Segment or Network Service Provider (NSP), and ACA; supports the development of Tomahawk All-Up-Round (AUR) and the associated Integrated Single Box Solution (ISBS) radio; supports platform integration, end-to-end test, training and evaluation of the Tomahawk Weapon System without the need to task the space segment when priority is unavailable; includes hardware and custom software to provide ACA waveform processing, formatting, encoding/decoding, modulation/demodulation, spreading/de-spreading, and operator configuration, control and display of data; and provides the capability to select and configure parameters such as transmit and receive frequencies.� Request information on experience in these areas, including any current or previous similar efforts. Facility accreditation at the SECRET level is required. Request information on current facility accreditation level and if any other programs are co-located in that facility. Assuming no current site accreditation and/or that no other programs can be co-located, request estimated timeframe for any necessary infrastructure changes and for facility accreditation to the SECRET level. Accredited Sensitive Compartmented Information Facility (SCIF) at the Top Secret/Sensitive Compartmentalized Information (TS/SCI) level is required. Request information on current SCIF status, accreditation level, and if any other programs are co-located. Assuming no current TS/SCI SCIF and/or that no other programs can be co-located, request estimated timeframe for any necessary infrastructure changes and for TS/SCI SCIF accreditation. Secret Internet Protocol Router Network (SIPRNet) access is required. Request information on current SIPRNet status, Authority to Operate (ATO) status, and if any other programs share the same SIPRNet terminal. Assuming no current SIPRNet access and/or no other programs can share the same SIPRNet terminal, request estimated timeframe for any necessary infrastructure changes and approval of an ATO to locate a SIPRNet terminal on site. Joint Worldwide Intelligence Communications System� (JWICS) access is required. Request information on current JWICS status, Authority to Operate (ATO) status, and if any other programs share the same JWICS terminal. Assuming no current JWICS access and/or no other programs can share the same JWICS terminal, request estimated timeframe for any necessary infrastructure changes and approval of an ATO locate a JWICS terminal on site. COMSEC account is required. Request information on current COMSEC account status. Assuming no COMSEC account, request estimated timeframe for setup. Integrating security patches into the BARNI software is a requirement. Request information on current experience integrating security patches into the BARNI software. If no experience exists with integrating security patches into the BARNI software, request estimated timeframe for how long it will take to obtain the experience necessary to integrate security patches into BARNI software. Integrating new ACA Ground Station software versions into the BARNI software is a requirement.� If no experience exists with integrating new ACA Ground Station software versions into the BARNI software, request estimated timeframe for how long it will take to obtain the experience necessary to integrate new ACA Ground Station software versions into the BARNI software. Discuss your understanding of the ACA Space and Ground Segment. If necessary, a classified appendix can be provided. If a classified appendix is provided, the classified appendix should be no more than five pages. Request information on estimated transition period from contract award to first software maintenance and upgrades for the BARNI. Estimate should include, but not limited to facilities, personnel staffing, resources, GFP, materials, learning curves if necessary, COMSEC approvals and transfers, and any assumptions made in generating the estimated transition period. Discuss any challenges that may need to be overcome with respect to data rights. The BARNI system was competitively awarded in 2016 to a sole producer who developed the communications equipment suite that emulates a portion of the ACA known as BARNI and maintains and controls the technical data package and documentation for the BARNI software. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336419. Responses: The Government holds Government Purpose Rights only for the BARNI system. The Government is seeking information from prospective vendors that could potentially satisfy the above requirements. All responsible sources with the capabilities and facilities to meet the Governments requirements and classification levels may provide information to indicate their intent and capability. The Government will consider all responses that address the requirements above. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosures; however, it is incumbent upon the respondent to properly mark all submissions. In order to complete its review, NAVAIR must be able to share information within the Government and any responses marked in a manner that will not permit such internal Government review may be returned without being assessed/considered. The data associated with the Tomahawk Missile Systems Program is export controlled and is not available to foreign sources or representatives.
